About this opportunity

The Department of the Air Force Air Mobility Command is seeking innovative technical solutions for a flexible fuel power generation prototype through a Commercial Solutions Opening (CSO). The solicitation aims to develop an on-site backup power generation system that is resilient, economical, and clean, with a focus on enhancing installation energy resilience. Utilizing Other Transaction Agreements (OTA) under 10 U.S.C. 4022, the project targets nontraditional and traditional defense contractors and non-profit research institutions. Interested parties must submit a five-minute video pitch through the Tradewinds Solutions Marketplace and accompanying submission form data by April 30, 2025. Evaluation will focus on solutions that can operate with multiple gaseous fuel feedstocks, generate between 100 kW and 1 MW (ideally 230-460 kW), and demonstrate improved system availability, fuel flexibility, and reduced operational costs.

The solicitation has no specific set-aside designation and will be performed at Travis Air Force Base in California. There is no government funding available, requiring offerors to fund 100% of the effort, with potential for a follow-on production contract. The prototype should be a stationary asset capable of integrating with existing government and utility infrastructure, with a capacity factor less than 30% and ability to seamlessly switch fuel sources. Companies must be registered in SAM.gov with a Unique Entity ID to be eligible. The Agreements Officer will have sole authority to negotiate and execute agreements, with flexibility to adopt industry standards where legally permissible. The project aligns with the Research and Development in Physical, Engineering, and Life Sciences NAICS category and aims to future-proof backup generation assets in response to the evolving energy sector.

Update #3 · Latest ·

4/15/25 - Amendment 2 incorporates Q&A

Question 1. Although the solicitation states a desire for the power generation system to “Operate on multiple gaseous fuel types, including fossil fuels”, would a solid fuel be considered as part of the flexible energy mix?

Answer 1. Yes

Question 2. Is extending the proposal due date possible?

Answer 2. We are on a strict timeline and extension is not possible.

4/10/25 - Amendment 1 - Change to the background information

The Department of the Air Force (DAF) seeks to prototype an innovative technical solution for on-site backup power generation that increases system availability, increases fuel flexibility, decreases costs, and reduces operations and maintenance requirements compared to incumbent systems.

Update #2 ·

4/10/45 - Amendment 1 - Change to the background information
