About this file
This document is a problem statement for a Department of the Air Force (DAF) prototype project seeking an innovative on-site backup power generation solution. The DAF aims to develop a flexible fuel power generation system with specific technical requirements, utilizing 10 USC 4022 for prototype projects. The desired technology must be a stationary asset capable of integrating with existing U.S. Government and utility infrastructure, operating with multiple gaseous fuel feedstocks of various purities, and having a power generation capacity between 100 kW and 1 MW (with an ideal initial prototype size of 230-460 kW).
Key technical requirements include a capacity factor of less than 30%, the ability to seamlessly switch fuel sources with minimal downtime, and compliance with all applicable laws and regulations. The solution should increase system availability, enhance fuel flexibility, decrease costs, and reduce operations and maintenance requirements compared to current backup power systems. The broader goal is to diversify fuel supply and future-proof backup generation assets in response to the rapidly changing energy sector, with the prototype intended to demonstrate technological adaptability and resilience.

Flexible Fuel “Flex Fuel” Power Generation
The Department of the Air Force (DAF) seeks to prototype an innovative technical solution for on-site backup power generation that increases system availability, increases fuel flexibility, decreases costs, and reduces operations and maintenance requirements compared to incumbent systems.
The intent of this request is to identify technological solutions through a prototype solution utilizing 10 USC 4022, “Authority of the Department of Defense to carry out certain prototype projects,” that can operate using multiple fuel types, thus diversifying fuel supply and future-proofing backup generation assets against a rapidly changing energy sector.
Desired Solution Features:
Desired technology features include the following attributes and capabilities:
Onsite stationary asset capable of integrating with existing U.S. Government and utility infrastructure
Capable of operating with multiple gaseous fuel feedstocks of various purities, including at least one conventional fossil fuel
Size range: 100 kW – 1MW o the ideal capacity for an initial prototype of 230Kw~460 kW.
Capacity factor: <30%
Must be able to seamlessly switch fuel sources with low to zero downtime
Compliance with all applicable laws and regulations
