About this file

This Commercial Solutions Opening (CSO) is a competitive solicitation by the Department of the Air Force's 60th Contracting Squadron seeking innovative technical solutions for on-site backup power generation. The CSO aims to prototype a power generation system that increases system availability, fuel flexibility, reduces costs, and minimizes operations and maintenance requirements compared to existing systems. The solicitation will utilize Other Transaction Agreements (OTA) under 10 U.S.C. 4022 to partner with nontraditional and traditional defense contractors and non-profit research institutions.

The submission process requires video pitch submissions through the Tradewinds Solutions Marketplace, with specific requirements including a five-minute video and accompanying submission form data. Notably, there is no government funding available, and offerors must fund 100% of the effort. The CSO may result in a prototype agreement with potential for a follow-on production contract. Companies must be registered in the System for Award Management (SAM.gov) with a Unique Entity ID to be eligible. The Agreements Officer will negotiate with awardable solutions, with flexibility to adopt industry standards where legally permissible and meeting government needs.

60th Contracting Office (CONS) will utilize Other Transaction Agreements (OTA or Agreements) under the authority of 10 U.S.C. 4022 to partner with nontraditional and traditional defense contractors and non-profit research institutions to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or the improvement of platforms, systems, components, or materials in use by the armed forces. The information provided in this Commercial Solutions Opening (CSO) is intended to ensure that to the maximum extent practicable, competitive procedures are used when entering into agreements to carry out these prototype projects.

Acquisition Strategy This Commercial Solutions Opening (CSO) is a competitive solicitation seeking proposals for innovative, commercial technologies that accelerate attainment of defense capabilities.

This CSO will result in the award of a prototype agreement with a possibility of a follow-on production contract.

The CSO is soliciting video pitch submissions in response to the Problem Statement in accordance with the Tradewinds Solutions Marketplace submission requirements, assessment process, and scoring rubric. All Solution Briefs are to be submitted to the SPECIAL TOPIC – Air Force Office of Energy Assurance (AFOEA) Challenge posted here:
