About this opportunity

The Department of Agriculture Forest Service seeks forestry and road stewardship services on the Big Horn National Forest via a total small business set-aside RFQ under the Rocky Mountain Restoration Project Stewardship BPA, with quotations due August 25, 2026. Only current BPA holders are eligible to submit; vendors without a BPA should respond to RFQ 12363N22Q4038 to compete for blanket purchase agreement status.

Place of performance is Sheridan, Wyoming, on the Tongue Ranger District within the Big Horn National Forest. The NAICS code is 113310, Logging, with a 500-employee small business size standard.

Mandatory work includes regeneration clearcut harvests on nine units (228 acres) and overstory removal on two units (46 acres), limited product hauling of 200 loads, road reconstruction on approximately 7.3 miles of existing roads, and road maintenance on approximately 30 miles of roads. Optional items comprise cutting, lopping, and mastication of non-included material on 197 acres across designated units, with removal of Timber Subject to Agreement (TSTA) if awarded. Timber volume estimates include 7,300 CCF of live lodgepole pine sawtimber and 288 CCF of live Engelmann spruce sawtimber; minimum acceptable offers are $0.25 per CCF. Contractors must submit unit pricing for mandatory and optional items plus product pricing.

The contract period runs September 25, 2026 through September 25, 2031, firm fixed-price. Evaluation criteria weight technical approach most heavily, followed by relevant past performance, benefit to local community (defined as within 350 air miles of Sheridan), and price. Local employment and material sourcing receive significant weight. Davis-Bacon prevailing wage requirements and Buy American provisions apply to construction work. A payment bond or irrevocable letter of credit for 100 percent of construction work must be submitted within ten days of award. Amendment 0001 issued August 11, 2026, added site visit notes and clarified temporary road estimation; contractors must acknowledge receipt before the unchanged due date.
