About this file

This document is Amendment 0001 to a solicitation for stewardship contracting services related to the Fleetwood Stewardship IRSC project located on the Tongue Ranger District of the Big Horn National Forest. The amendment was issued on July 15, 2026, with an effective date of August 11, 2026, under solicitation number 12363N26Q4067. The amendment makes three substantive changes to the original solicitation: (1) adds Attachment 9 containing site visit notes from an August 5, 2026 tour documenting questions and answers about temporary road requirements, timber volumes, cutting unit boundaries, and post-harvest stewardship work; (2) amends Clause 16 on Forest Product Appraisal Methodology to clarify that contractors must make their own estimates for temporary roads, which the Forest estimates at 1.75 miles, balancing skidding costs against temporary road construction costs; and (3) corrects Attachment B Timber Removal Specifications to change the cutting unit boundary designation color from orange to yellow, reflecting actual on-the-ground markings observed during the site tour.

The amendment is issued by the USDA-FS Stewardship Contracting Branch at the Sisters Ranger Station in Sisters, Oregon, and is administered at the same location. Quoters must acknowledge receipt of this amendment prior to the unchanged deadline for submissions. Key information disclosed includes an estimated volume of 1,065 CCF of timber subject to agreement, with units 19 and 21 each containing an estimated 477 CCF of sawtimber under specified minimum stump diameter requirements. The site tour was attended by representatives from Sun Mountain Lumber, Inc. and KP Enterprises, LLC, along with USFS personnel. The amendment notes that the County portion of the Red Grade Road is under reconstruction and will not be available as a haul route until 2027, though the Forest indicated willingness to entertain future contract modifications if county-approved hauling becomes feasible, subject to price renegotiation.

ATTACHMENT 9 - Site Tour Notes

Notes taken by Matthew Riederer

Site tour was held on Wednesday, August 5, 2026.

Attendees met at the Bighorn National Forest Supervisor’s Office in Sheridan, WY and then drove and view the site of work. Group stopped at a harvest unit and temporary road completed during a 2016 project located between the Fleetwood IRSC Units 13 and 14.

This was a good example and location to view the ground and temporary road conditions.

Other 20216 harvest units and temporary roads exist within the Contract Area and are visible from Forest Road 334313 but the group did not stop for discussion at those points.

During the tour, it was discovered that the cutting unit boundaries were not painted in orange as stated within the solicitation, but were instead painted with yellow. See Amendment one for the correction made to Attachment 2, Appendix B, provision C2.310# Cutting Unit Boundaries. This mistake did not affect the attendee’s ability to locate units or orient themselves. Group utilized the geo-referenced Contract Area Maps which corresponded to the on-the-ground boundary locations.

The following questions were asked and answered during the tour.

1) Question: What is the estimated number of miles of temporary road that might be needed?

Answer: The Forest estimates that 1.75 miles of temporary road will be needed.

Exact locations, lengths, and widths of temporary roads are agreed to after award.

Contractors must make their own estimates, which balance potential skidding costs with temporary road costs. See Amendment 1 through which this information has been added to the solicitation.

2) Question: The County portion of the Red Grade Road is currently being reconstructed. At present, this route is not a safe and viable haul route for the

Attendee Name Company Quintin Woirhaye Sun Mountain Lumber, Inc.

Kurt Peterson KP Enterprises, LLC Matthew Riederer USFS removal of forest products. County road reconstruction is scheduled to be completed in 2027. After road reconstruction is completed, if the County approved hauling, would the Forest entertain a contract modification to allow hauling of forest products on this alternate route?

Answer: The Forest would entertain such a modification; however, as this would reduce contract costs, prices would have to be renegotiated to ensure the price paid by the government is reasonable. The Forest cannot guarantee that the County portion of the Red Grade Road will be a viable haul route in the future, nor can the Forest speculate as to what if any restrictions the County may impose.

Immediately following the tour, the following questions were asked and answered.

1) Question: Do you have an estimate of the volume of Timber Subject to Agreement?

Answer: 1,065 CCF, see page 26 of Attachment 6 - Cruise Report, Product 14 (non-saw).

2) Question: Question: Can you provide contact information for the Sheridan County Road department?

Answer: Ken Muller, PE, is the contact with the Sheridan County Road & Bridge Department. He is the County Engineer. (307) 674-2920. No email is available.

3) Questions: For units 19 and 21, the minimum stump diameter is 12" for Lodgepole and 16" for Spruce is called out. Is that correct? Any volume estimate for these units? Is it correct that in those two units the only work after harvesting would be to slash damaged residuals?

Answer: Yes, the minimum stump diameters in units 19 and 21 are 12” for Lodgepole Pine & Other Conifer and 16” for Englemann Spruce. Our cruise estimates 477 CCF of sawtimber in each unit 19 and 21 (see pages 29 and 30 of Attachment 6 – Cruise Report). Because the acreage of each unit is the same, the volume estimate for each unit is the same. The only post-harvest work would be the slash treatment applied, erosion control, temp road closure, etc.

The optional stewardship work of treating sub-merchantable material does not apply in those units.
