About this opportunity
Naval Air Systems Command (NAVAIR) awarded a sole-source bilateral firm-fixed-price modification to Insitu, Inc. for $676,000 on September 30, 2026, providing Track Quality flight test support and environmental shock qualification testing for the Flying Launch and Recovery System (FLARES) Scan Eagle Unmanned Aircraft System.
The modification amends Task Order N0001925F0933 under Basic Ordering Agreement N0001921G0007. The period of performance runs 12 months from September 30, 2026 through September 29, 2027. The J&A (CJ&A No. 26-0355) cites Insitu's status as the proprietary designer, developer, and sole OEM of the FLARES Scan Eagle UAS, holding all proprietary technical data packages, flight control software code, and airframe integration schematics; NAVAIR determined no other source possesses the technical capability or data rights required for sensor payload integration or custom mass module and test fixture fabrication. A pre-solicitation notice was published on SAM.gov on September 16, 2026, and received no responses. NAVAIR intends to promote future competition through successor multi-award contract vehicles, sources sought notices, and industry days.
