About this opportunity
Naval Air Systems Command (NAVAIR) intends to award a sole-source modification to Task Order N0001925F0933 under Basic Ordering Agreement N0001921G0007 to Insitu, Inc. for engineering and flight support services for the FLARES ScanEagle Unmanned Aircraft System, with a response deadline of September 30, 2026.
The effort includes Track Quality flight testing support and Environmental Shock qualification testing support over a twelve-month period. NAVAIR justifies the sole-source award under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, citing that Insitu is the Original Equipment Manufacturer and sole possessor of proprietary technical data, flight control software, and integration schematics required for the testing. The Government asserts that no other source possesses the specialized technical capability without causing unacceptable delays to fleet operational readiness.
This notice is published for informational purposes only and does not constitute a request for competitive proposals. The Government retains discretion not to compete based on responses received and makes no commitment to issue solicitations, make awards, or reimburse interested parties for expenses incurred before contract award.
