The Fish and Wildlife Service seeks quotations for rekeying services at St. Marks National Wildlife Refuge in St. Marks, Florida, with quotations due July 31, 2026 at 3:00 PM EST and questions due July 24, 2026 at 3:00 PM EST. This is a Total Small Business Set-Aside under NAICS 561622 (Locksmith).
Place of performance spans three refuge locations: 1255 Lighthouse Road, 7300 Coastal Highway in St. Marks, Florida 32355, and 300 Otter Lake in Panacea, Florida 32346. Work includes rekeying doors and locks across four zones (workshop, visitors center, education building, and mounds/otter lake restrooms/lighthouse) and must use Best Locks brand products; substitute products meeting equivalent specifications are not permitted. The scope requires provision and installation of SFIC systems, padlocks, mortise locks, deadbolts, and associated hardware, with 15 keys for each of three key zones and 10 master keys fitting all zones. Work must be performed during normal duty hours Monday through Friday, 8:00 a.m. to 4:30 p.m. Offerors must provide a completion date in their price schedule.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible small business offering the lowest price. Evaluation factors are technical capability (site visit strongly suggested but not mandatory), past performance (evaluated for satisfactory record and acceptable risk only), and price (must be competitive and reasonable with detailed quotes for all work areas). Submissions must include completed SF 18, SF 30 amendments, past performance references with up to three similar contracts or work experiences, and a detailed price schedule. Service Contract Act prevailing wage rates apply to Florida counties Gadsden, Jefferson, Leon, and Wakulla (Wage Determination 2015-4569). Payment will be made electronically through the Department of Treasury's Invoice Processing Platform. The contract is firm-fixed-price with standard commercial item terms and conditions.
