About this file
This is a Statement of Work (SOW) for a Master Key System Hardware and Labor implementation project dated November 18, 2014. The project involves rekeying buildings at a National Wildlife Refuge (NWR) across three locations: 1255 Lighthouse Road, 7300 Coastal Highway in St. Marks, Florida 32355, and 300 Otter Lake in Panacea, Florida 32346. The primary objective is to increase security due to staff turnover and consolidate existing key systems through implementation of a controlled, agency-compliant master key system. The contractor must demonstrate experience in federal facility rekeying projects or possess specific security certifications, and the Government requests best-quality locks for the installation.
The scope requires provision and installation of specific lock hardware components including SFIC (Small Format Interchangeable Core) systems, padlocks, mortise locks, and deadbolts along with associated labor and service calls. Deliverables include one brass chrome plated padlock (key retained), seventeen universal mortise locks with deadbolts, seven passage levers with D rose, seven SFIC single cylinder deadbolts, thirty-three Best 6-Pin uncombinated cores, twenty-five Best NS key blanks, six Best SFIC mortise housings with Adams Rite cam, and six cylinder guard taper collars. Work is to be performed during normal duty hours Monday through Friday from 8:00 a.m. to 4:30 p.m., with contractor emergency contact information required. Quality control will be maintained according to industry standards with measures for inspection and acceptance, and contractor proposals must include detailed quality control procedures. The document indicates that a Data Management Plan is not relevant to this procurement.
