About this opportunity

This Special Notice from the Department of Health and Human Services Indian Health Service seeks a sole-source award for a firm fixed-price contract to maintain, inspect, troubleshoot, and repair the building automation system installed at the Kyle Health Center in Kyle, South Dakota and the Pine Ridge IHS Hospital in Pine Ridge, South Dakota.

The Special Notice intends to award the contract non-competitively to Johnson Controls, Inc. on the basis that they installed the systems and have proprietary service to maintain them. The contract would be for a one-year base period and four one-year options, with the period of performance beginning on the date of award. The justification for other than full and open competition was approved on August 2, 2023. Interested parties have until August 17, 2023 to review the opportunity, however, the Special Notice explicitly states that the award will be sole-sourced to Johnson Controls due to their prior installation and proprietary maintenance of the systems.

Notice text

Johnson Controls, Inc. installed the Building Automation Systems when the buildings were constructed. Since they are the manufacturer, they have proprietary service to maintain the system. The Justification for Other Than Full and Open Competition (Federal Acquisition Regulation 6.302-1:  Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 3304(a)(1)) was approved on 8/2/2023.
