About this opportunity

Fort Jackson is soliciting fire truck repair and maintenance services via 100% small business set-aside, with proposals due August 3 and questions due July 27. Amendment 0001, issued July 24, extended the original July 28 due date and advanced the questions deadline; offerors must acknowledge the amendment. The small business size standard is $9,000,000.

Place of performance is the contractor's facility per the revised Performance Work Statement dated July 23. Work involves structural and body repair, welding, sheet metal fabrication, and paint refinishing of a 2010 Pierce Contender Pumper Fire Apparatus (VIN: 4P1CC01AXAA010873) damaged on the right rear body panels. Scope includes removal and replacement of rub rails, fender crown, two Gortite roll-up doors, rear passenger grab handle, and wheel liner; all replacement parts must be new Original Equipment Manufacturer components or functional equivalents meeting or exceeding Pierce specifications. The contractor must restore the vehicle to mission-capable status per Original Equipment Manufacturer standards, perform seamless paint color and texture matching with no visible transition lines, manufacture and install replacement graphics matching Army/Command livery, ensure all electrical sensors and lighting function fully, and deliver the vehicle free of metal shavings, welding slag, sanding dust, and paint overspray. All work requires 100% compliance with zero deviations using 100% inspection methodology.

The NAICS code is 811111, General Automotive Repair; PSC code is J036. The performance period is August 10 through November 9, 2026 (extended from August 5–November 4). Evaluation will be Lowest Priced Technically Acceptable, weighting technical capability, price, and past performance. Offerors must submit signed SF1449 quotes via email in three volumes—General, Technical, and Price—with pricing in unlocked Excel spreadsheets containing all formulas intact. All certified technicians must demonstrate fire truck experience; offerors must submit a Certification of Completion addressing fire truck qualifications. Prevailing wage rates apply per Service Contract Act determination WD 2015-4429. Contractor employees require Fort Jackson access badges through the Contractor Verification System or DES Standardized Contractor ID program, with E-Verify status and criminal check documentation required.
