About this opportunity
The Defense Health Agency seeks fingerprinting services—collection, processing, and submission of electronic and hard copy fingerprints for personnel background investigations—with offers due June 26, 2026. This procurement is a women-owned small business (WOSB) set-aside, specifically economically disadvantaged women-owned small business (EDWOSB).
Place of performance is nationwide: all 50 United States, Guam, Puerto Rico, and the U.S. Virgin Islands, with administrative oversight and payment processing at DHA, 7700 Arlington Boulevard, Falls Church, Virginia. The contractor must maintain collection site presence across all territories during posted business hours, including federal holidays when scheduled. NAICS code is 561611, Investigation and Personal Background Check Services, with a size standard of $25 million.
The contract covers an estimated 4,800 annual fingerprint collections: 3,600 electronic submissions (CLIN 0001) and 1,200 hard copy submissions (CLIN 0002). Contractor must provide electronic collection using DCSA-approved devices with direct submission to the Defense Counterintelligence and Security Agency Secure Web Fingerprint Transmission system, produce physical fingerprint cards shipped via Standard Overnight mail at least twice weekly, maintain a web-based applicant registration portal, and provide DHA electronic portal access for applicant information viewing, status verification, and reporting. Fingerprints must be submitted within 180 days of background investigation initiation. The contractor bears all costs for rejected submissions and rescheduling charges for cancellations with less than 24 hours' notice.
Base contract period is 12 months (September 27, 2026, through September 26, 2027) plus four 12-month option periods through September 26, 2031. Service Contract Act prevailing wages apply; wage determination WD 2015-4281, Revision 37 (effective May 14, 2026) governs Virginia, DC, and Maryland locations.
Evaluation weighs technical approach and quality control plan equally and more heavily than past performance; price is a tradeoff factor. Award will be made on a Performance Price Tradeoff basis to the offeror demonstrating Substantial Confidence in performance at the lowest overall price. Incumbent contractor is Fieldprint, Inc. (contract HT001124P0017). Questions are due June 8, 2026, at 4:00 PM EST to Contract Specialist Mary Anne Young (mary.a.young138.ctr@health.mil) and Contracting Officer Nakaura Yusuf.
