About this file

This is an Industry Questions and Answers document for solicitation HT001126QE014 issued by the Defense Health Agency (DHA).

The document clarifies key requirements for a fingerprint collection services contract. This is a recompete opportunity, with the incumbent contract HT001124P0017 held by Fieldprint, Inc. Offerors must provide both electronic (Live Scan) and physical (Hard Copy) fingerprints as a non-negotiable federal and defense agency requirement for medical provider security vetting, with submissions forwarded to DCSA for FBI background scans. The vetting protocols cover Comprehensive Criminal History, Mandatory Federal Compliance, State Child Abuse Registries for the past five years, National Security & Suitability, and Continuous Vetting. A Quality Control Plan (CDRL A001) must be submitted with the proposal response. Nationwide coverage may be achieved through a network of approved subcontractors, affiliate locations, or collection partners, with no approaches specifically excluded by the government. Mobile fingerprint collection services are not required, and experience with SWFT submissions, electronic fingerprint transmission, or mobile collection services will not be evaluated as technical factors. DHA does not anticipate future fingerprinting, biometric, or identity verification requirements suitable for regional providers, small businesses, or socioeconomic certified firms, including Virginia SWaM-certified businesses.

INDUSTRY QUESTIONS AND ANSWERS

HT001126QE014

Number Question Response 1 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Yes, there is an incumbent contract.

HT001124P0017, held by Fieldprint, Inc.

2 Under what circumstances does DHA expect the offeror to submit physical fingerprint cards (hard copy/ink cards)?

As part of the mandatory security vetting process for medical providers, you must provide both electronic (Live Scan) and physical (Hard Copy) fingerprints. These submissions are forwarded to DCSA for an official FBI background scan. This dual-format submission is a non-negotiable federal and defense agency requirement.

The DoD/DoW implements these rigorous vetting protocols for civilian and contracted medical providers who work in military childcare or clinical roles with minors to ensure compliance and safety across five key areas: Comprehensive Criminal History, Mandatory Federal Compliance, State Child Abuse Registries in every state the provider has resided in over the past five years, National Security & Suitability, and Continuous Vetting.

3 Part 7, Technical Exhibit 1, Deliverables Schedule appears to indicate that a Quality Control Plan (CDRL A001) is to be submitted "With Proposal."

Could DHA confirm whether the offeror is expected to submit a Quality Control Plan with their bid response?

The Offeror is expected to submit a Quality Control Plan with the response to the solicitation. Refer to revisions in the solicitation for instructions.

4 May the nationwide coverage requirement be satisfied through a network of approved subcontractors, affiliate locations, or collection partners, or must all locations be directly owned and operated by the prime contractor?

The approach to providing coverage is the responsibility of the contractor. There are no known approaches specifically excluded by the government.

5 Does DHA anticipate requiring mobile fingerprint collection services in addition to fixed collection site capabilities?

No mobile fingerprint collection services are required.

6 Will demonstrated experience with SWFT submissions, electronic fingerprint transmission, and mobile collection services be evaluated as part of the technical factor?

No.

7 Does DHA anticipate future fingerprinting, biometric, or identity verification requirements that may be suitable for regional providers, small businesses, or socio-economic certified firms, including Virginia SWaM-certified businesses?

No.
