About this file
This is a Performance Work Statement (PWS) for Fingerprinting Support Services issued by the Defense Health Agency (DHA), solicitation number HT001126QE014, dated May 18, 2026.
The contractor shall provide fingerprinting collection and submission services for DHA personnel, including military, civilian, and contractor employees. Key service requirements include: collecting fingerprints using DCSA-approved devices in Type-4 format (10 rolled impressions, plain four-finger and thumb impressions); submitting digital fingerprints via the DCSA Secure Web Fingerprint Transmission (SWFT) system; submitting ink or hard card fingerprints to meet state-specific requirements; maintaining a web registration portal for applicants to submit demographic and biographic information; providing an electronic portal for requesters to query applicant information, verify statuses, create reports, and archive data; and ensuring fingerprint submissions occur within 180 days of background investigation initiation. Expected transaction volume is approximately 4,800 fingerprint collections annually (electronic and hard copy combined). The contractor bears all costs for rejected submissions requiring reprinting and for no-shows or rescheduling with less than 24-hours' notice. Paper fingerprint cards must be shipped via Standard Overnight mail at least twice weekly per a COR-determined schedule to applicable DHA Headquarters locations, with shipping costs included in the per-transaction unit price. The contractor must maintain collection site presence across all 50 U.S. states, Guam, Puerto Rico, and the U.S. Virgin Islands, with collection sites available during posted business hours, including federal holidays when scheduled. The Period of Performance runs 12 months from September 27, 2026, through September 26, 2027 (Base Period), with four optional 12-month renewal periods through September 26, 2031. This is a non-personal services contract with no CAC issuance, personnel security vetting, or HA/DHA network access requirements. The contractor must develop and maintain a Quality Control Plan subject to government acceptance and submit it with the proposal; performance will be evaluated against two primary objectives: providing classifiable fingerprints acceptable to DCSA 98 percent of the time and properly transmitting fingerprints using approved methods with zero tolerance for mislabeled mail transactions.
