About this opportunity

This solicitation seeks proposals to provide E-3 aircrew training, courseware development, and control and reporting center support services. The Air Combat Command intends to award an indefinite-delivery, indefinite-quantity contract to train aircrews in accordance with approved syllabi and task lists at Tinker Air Force Base in Oklahoma. Proposals are due by November 12, 2019 and will be evaluated based on technical approach, past performance, and price. A pre-proposal conference will be held with registration required.

The requirement is set aside 100% for small businesses under NAICS code 611512 for flight training institutions with a size standard of average annual receipts less than $30 million. The current incumbent is Sonoran, LLC. The base period of performance is one year with four one-year options and an expected value between $30-35 million over five years. The contractor shall provide academic instruction, simulator operations, courseware development, and scheduling support for E-3 aircrews at Tinker Air Force Base in Oklahoma City.

This notice is to inform all interested parties regarding RFP #FA4890-20-R-0004, formerly FA4890-19-R-A020, for 552 ACW E-3 CAT & CWD as stated in Amendment 0008, there would be a revised Performance Work Statement (PWS) forthcoming due to major revisions. Attached is the revised Draft PWS, dated 6 February 2020 and the Summary of the PWS Changes for review and Amendment 0009. Request all questions/comments in reference to the revised Draft PWS be submitted to this office no later than 27 February 2020 by 1300HRS EST to Chaweewan.Mclaughlin2@us.af.mil and christin.lockhart@us.af.mil. 

This is a PWS (dated 6 February 2020) revision only. Sections 6 and 7 of this  RFP currently posted on FBO Beta SAM will remain unchanged. It is estimated that the revised RFP with the new final PWS will be posted on FBO on or about the first week of March 2020. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $30.0M. The RFP closing date is 12 Nov 2019, 1:00 pm, EST. The Government expects to make award on or about 1 Apr 2020 based on availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. These efforts include Contract Instructor Academic Instruction, Aircrew Training Device (ATD) Instruction, Flight Instruction, Courseware Development, Aircrew ATD event scheduling, and support functions. In addition, it will include exercise director, simulator operator support, and scenario development for the E-3 Airborne Warning and Control System (AWACS) and in support of the 752 Operational Support Squadron (OSS) Control and Reporting Center (CRC).

The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. This solicitation is hereby amended via Amendment 0001 (attached) to reflect the following:

1.Add the Solicitation Issue date in Block 6 of SF1449 to read "10/11/2019".

Final RFP Notice: This notice replaces all previous notices for Request for Proposal (RFP): FA4890-19-R-A020. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a result of this RFP for the 552 Air Combat Wing E-3 Contract Aircrew Training (CAT) and Courseware Debvelopment (CWD) and 752 OSS Control and Reporting Center (CRC) support at Tinker Air Force Base (AFB) OK requirement. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code for this requirement is 611512 with a corresponding small business size standard of $30.0M. The RFP closing date is 12 Nov 2019, 1:00 pm, EST. The Government expects to make award on or about 1 Apr 2020 based on availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS).

This PWS provides the technical and program management requirements for the full spectrum of United States Air Force (USAF) directed E-3 training efforts to include Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Deck Training. These efforts include Contract Instructor Academic Instruction, Aircrew Training Device (ATD) Instruction, Flight Instruction, Courseware Development, Aircrew ATD event scheduling, and support functions. In addition, it will include exercise director, simulator operator support, and scenario development for the E-3 Airborne Warning and Control System (AWACS) and in support of the 752 Operational Support Squadron (OSS) Control and Reporting Center (CRC).

The Government will use the Internet and email as the primary means of disseminating and exchanging any information concerning this requirement. The draft solicitation and attachments will be posted separately for this annoucement. It is the offeror's responsibility to monitor the Internet for the release of the Final Solicitation and closing date. It is also the offeror's responsibility to carefully review all documents posted with the final RFP for any updates or changes since the release of the draft documents. A pre-proposal conference is planned to be held at Tinker AFB, OK - the date is TBD. Offerors desiring to attend the conference will be required to pre-register. Registration information shall include the company name, phone number, name of each individual attending to include, social security number and security clearance level. This information is for security purposes and access to the base/facilities. Please limit number of attendees to no more than (3) three individuals per company. 1.Add the Solicitation Issue date in Block 6 of SF1449 to read "10/11/2019".

2.Due date mentioned in Block 8 of the SF1449 is corrected to read "11/12/2019, 1:00pm EST" in lieu of 4/1/2019, 12:00AM EST.

3.Deadline for Questions concerning this Final RFP is October 21, 2019 by 1000hrs EST. Questions should be submitted in writing via email, title the Subject Line "Final RFP Questions" to include solicitation number. Include in the email the name of person submitting the question(s), company name and phone number. Each question should reference the specific section, paragraph and/or attachment number of the solicitation or PWS (as applicable). These questions must be received by ACC AMIC/PKB, by October 21, 2019 NLT 1000hrs EST.
