About this opportunity

Argonne National Laboratory, under the Department of Energy Office of Science, is seeking to procure a Field-Emission Scanning Electron Microscope (FE-SEM) system with installation and testing services. The system must meet detailed technical specifications including sub-1 nanometer resolution, field emission gun capability, beam current range from picoamperes to tens of nanoamperes, and integration of existing spectrometers (a Delmic Sparc Cathodoluminescence spectrometer and a Bruker Quantax EDS spectrometer) with a new wavelength dispersive spectrometer detector. Vendors must provide two priced configurations: a base system without an ultra-fast beam blanker and a base system with an optional ultra-fast beam blanker meeting specified pulse width requirements of 600 picoseconds or better. Key contract requirements include a minimum one-year warranty with on-site service and maintenance at no cost during the warranty period, removal of two existing microscopes, and compliance with Buy American Act provisions requiring U.S. components to exceed 65 percent of total component costs. The deadline for submitting questions is January 26, 2026, at 12:00 PM CST, and the revised proposal submission deadline is February 6, 2026, at 5:00 PM CST, as extended by Addendum 0002.

This procurement includes no set-aside designation and involves one unit each of the FE-SEM system and installation/testing services. The system must be delivered by mid-June 2026 to Building 212, Room DL-120 at Argonne National Laboratory with installation completed within two months of delivery. Offerors must provide firm fixed prices for the two configurations, with F.O.B. Destination shipping terms and Net 30 day payment terms; quotations must exclude shipping and insurance charges. Additional requirements include submission of country of origin documentation, HTS codes if applicable, and acknowledgment of all addenda and applicable contractual terms including Argonne's standard commercial goods and services terms and moderate risk on-site work conditions. The performance location is within the United States, and all personnel performing on-site work must meet insurance, safety, and compliance requirements specified in the supplemental conditions documents.
