About this opportunity
The Eastern Federal Lands Highway Division of the Federal Highway Administration (FHWA) is soliciting testing services to develop best practice-based guidance for Fiber Reinforced Asphalt Concrete (FRAC) application. The procurement involves comprehensive testing of concrete mixtures, specifically evaluating 8 total mixtures (4 from each FLH bridge deck placement) to analyze performance characteristics. Contractors must be prepared to conduct extensive testing following AASHTO and ASTM standards, with AASHTO R 18 accreditation preferred but not mandatory. The evaluation will be based on best value to the government, considering factors such as testing methodology, analysis quality, and potential value-added contributions to the research. Quotes must be submitted by March 5, 2025, with a recommended response length of 1-5 pages, and vendors must be registered in the System for Award Management (SAM) prior to award.
The solicitation does not include a specific set-aside designation, making it open to all responsible sources. The project will be performed in Pigeon Forge, Tennessee, with materials to be collected from Eastern Federal Lands laboratories in Sevierville, TN. The scope involves analyzing 1000 pounds of fiber reinforced asphalt concrete and an equivalent amount without fiber, focusing on life cycle cost analysis for low volume roads. Deliverables will include a comprehensive final report with multiple review stages, raw testing data, technical briefs, and two webinars to disseminate findings. The project timeline suggests immediate start after award, with extensive testing protocols covering multiple aging conditions and pavement configurations. Reimbursable expenses will follow GSA Federal Travel Regulations, and invoicing must be completed through the Department of Transportation's electronic invoicing system.
