Statement of Work
This statement of work is to develop best practice-based guidance for application of Fiber Reinforced Asphalt Concrete (FRAC) in FLH projects. Benefits of fiber based plant produced samples for low volume roads to be shown in a life cycle cost analysis using provided plant produced samples. The final report should be clear recommendations and guidance for implementation of FRAC in FLH projects.
Quantifying performance of asphalt pavements is paramount. Testing and literature to show any improvement of strength, durability or cracking resistance. Testing to include collaboration and approval with EFL materials laboratory. Materials to be provided include 1000 pounds each of 3/8” NMAS mixture with Aramid fibers and without fibers of the same mixture. Construction Quality Assurance data to be provided. End results should be transportable to any project for any region and underlying condition. Data from this project has potential to be shared via FHWA infoMaterials web-portal for future research as well as DOT’s and local agencies.
Below are the minimum requirements for each category of testing, analysis and reporting. Any additional value added suggestions should be accounted separately.
Specification/Requirements A. Testing Requirements: All testing to be accredited testing where applicable.
Testing requirements to include with and without fiber.
• AASHTO R 47 or similar methods to ensure homogeneity of the 1000 lbs separated in 40 buckets for both with and without fibers.
• Three sets of quality assurance tests for with and without fibers randomly selected to ensure homogeneity.

• Each below with 3 levels of AASHTO R 121 method C aging resulting in aging modulus ratio to be calculated. Prescribed Va to be delivered. One additional alternative Va to tested at one aging point to be delivered.

• Two levels of aging (Plant Produced and Extended Aging)

• One Extraction ASTM D 8159 or AASHTO T 164 and Recovery ASTM D 5404 of Binder for both with and without fibers
ₒ Subsequent Testing to include AASHTO T 315 at minimum 5 separate temperatures for 8mm intermediate testing related to performance software predictions(G * Sin δ) and at 20 and 40 hours PAV ageing.
B. Analysis Requirements: Includes with and without fibers for each
• Life cycle of constructed roadway
• Projected life cycle in 4 other locations
• Projected life cycle in 3 other pavement configuration conditions and for each location
• Raw testing data to be delivered separately compatible with software easily transferrable to various conditions and locations.
C. Reporting Requirements:
• Final Report which Must be well referenced.
o Reporting reviews at 25, 50 and 75 percent with 100% being the final review for acceptance.
o Qualitative review of FRAC manufacture process with any construction related risk and specification guidance addressing those risks.
o Quantitative review of test results incorporating best situational usage.
o Quantitative review of any perceived benefits o Conclusions to best practice-based guidance
• Streamlined standard plans or construction specifications.
