About this opportunity

The Department of the Air Force Materiel Command Test Center seeks a PhotonFirst AGTR-NG4 brand-name or equal high-speed fiber optic integration system to support the 812th Air Instrumentation Test Squadron at Edwards Air Force Base, with quotes due September 16, 2026 (extended from September 9). This procurement is a 100% Total Small Business Set-Aside, restricting competition to authorized small business distributors of the named brand.

Place of performance is Edwards Air Force Base, California 93524. The requirement consists of one firm-fixed-price purchase order comprising four line items: the AGTR-NG4 interrogation unit (1 ea.), a 4×8 FBG fanout array, four polyimide sensing fibers, and up to eight hours of engineering assembly and multi-fiber array design support. Delivery is 14 weeks after receipt of order, FOB destination Edwards AFB.

The interrogation unit must feature minimum four parallel optical channels with simultaneous, non-multiplexed 22 kHz sampling rates across all channels; integrated onboard edge computing and non-volatile storage; native Ethernet (UDP/TCP) output with integrated NTP timestamping; continuous operational rating from −45°C to +70°C in unpressurized aircraft compartments; and pre-certification or verified compliance with MIL-STD-810, MIL-STD-704, MIL-STD-461, and DO-160G standards. Sensing fibers must feature high-temperature polyimide coating rated −45°C to 300°C for direct adhesive surface bonding. NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees. PSC is 6625 (Electrical and Electronic Properties Measuring and Testing Instruments). Evaluation criteria weight technical capability and past performance significantly higher than price. Amendment 1 (effective September 11, 2026) requires that vendors submitting brand-name products be authorized OEM distributors, and offerors must acknowledge receipt of the amendment by the revised deadline or face offer rejection.
