About this opportunity

The Department of the Army Oregon Army National Guard seeks fiber optic cabling installation at Klamath Falls, Oregon, with proposals due September 10, 2026. The procurement is set aside for women-owned small businesses (WOSB).

Place of performance is Klamath Falls, OR 97603. The work requires installation of 6 pairs of single-mode fiber with LC-LC duplex connectors in Building 219 from room 216B to room 120, and 8 pairs from the East side mezzanine rack to room 133A, with terminations and wall ports as specified in the Performance Work Statement. All fiber must be tested per applicable TIA standards and labeled per base standard conventions. The 90-calendar-day performance period runs from award (September 28, 2026) through December 27, 2026. Work is scheduled Monday–Friday, 0700–1600 hours, excluding recognized US federal holidays. The contractor furnishes all personnel, equipment, tools, materials, supervision, and quality control; the Government furnishes utilities. The contractor must comply with all facility access, security, background check, and identification verification requirements, including CAC escort procedures.

The NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19,000,000 in annual revenue. PSC code is N059 (Installation of Equipment—Electrical and Electronic Equipment Components).

Offerors must submit three past performance references from contracts or task orders completed within the past five years. Evaluation criteria weight past performance and price realism (considering level of effort and labor mix), with supplier performance risk system scores and NIST SP 800-171 cybersecurity assessments as factors. An unacceptable Supplier Performance Risk System score (Red or Yellow rating) results in exclusion from award consideration.

A mandatory site visit is scheduled September 3, 2026, at 1:00 PM PDT with advance registration required. Questions are due September 7, 2026, at 1:00 PM PDT. Prevailing wage rates under Service Contract Act apply to Klamath and Lake Counties, Oregon (Wage Determination No. 2015-5581, Revision 32), with health and welfare at $5.92 per hour.
