About this file
This is an Expression of Interest (EOI) issued by Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's Idaho National Laboratory (INL), seeking qualified vendors for Fiber Dial Room refurbishment and point-to-point fiber connectivity upgrades. The scope of work includes removing legacy abandoned communication cables, refurbishing multiple Fiber Dial Rooms around the Test Area North (TAN) facility with structural and environmental improvements, installing and testing new fiber and communications equipment, configuring point-to-point fiber connections, integrating with existing network infrastructure, and ensuring compliance with DOE cybersecurity, safety, and operational standards. The Davis-Bacon Act applies to construction work exceeding $2,000 at INL's 890-square-mile site, and such work is subject to the INL Site Stabilization Agreement between signatory contractors and labor unions. Construction work at Idaho Falls facilities is not subject to these agreements.
Interested vendors must submit an EOI by December 11, 2026, to Chase.Egbert@inl.gov, including company name and point of contact, description of relevant fiber installation and refurbishment capabilities and experience, NAICS codes and business size classification, and any existing DOE or federal contracting experience. This EOI is the first step in identifying qualified vendors; selected respondents will be invited to participate in a subsequent Request for Proposal (RFP) process for award consideration. Respondents must mark any business sensitive or proprietary information in their submissions accordingly. Additional information regarding the INL Site Stabilization Agreement is available from the Site Labor Coordinator at (208) 524-4404 or lance@sitelabor.org.
