Offerors must submit comprehensive documentation including corporate capabilities, safety records (OSHA 300A logs and Workers Compensation Experience Rating forms), quality assurance plans, and all required federal certifications and forms. Proposals are due by 3:00 PM CDT on May 28, 2026, with a mandatory pre-proposal meeting and site visit scheduled for 10:00 AM CDT on May 12, 2026. A 90-day minimum acceptance period is required from proposal submission.

This procurement carries no set-aside designation and involves no identified incumbent contractor. The subcontract requires completion of all work within 60 calendar days from issuance of the Notice to Proceed, with financial requirements including a 20 percent bid guarantee and 100 percent payment and performance bonds if the award exceeds $35,000. Detailed specifications and construction drawings are provided for the asphalt pad installation, which includes excavation, site preparation and grading, drainage system installation, concrete sidewalk and curb construction, and electrical grounding system setup consisting of copper-clad ground rods and cadweld connections. The work is subject to Davis-Bacon prevailing wage requirements and Buy American construction materials provisions, with certified weekly payroll submissions required through the LCPTracker system. Insurance requirements mandate Commercial General Liability coverage of $1,000,000 per occurrence with $2,000,000 aggregate, along with Automobile Liability, Excess Liability, Workers' Compensation, and Contractor's Pollution Liability coverage, with all insurers maintaining an A.M.
