About this opportunity
The Federal Emergency Management Agency (FEMA) is conducting market research to identify commercial off-the-shelf (COTS), configurable COTS (CCOTS), custom, or hybrid solutions capable of replacing its legacy Deployment Tracking System (DTS) by October 20, 2026, with responses due by that same date. This is a pre-solicitation opportunity with no set-aside applied.
The replacement solution must support workforce readiness, personnel availability, qualifications, certifications, training, deployment tracking, incident and event staffing, force package management, equipment assignment, reporting, analytics, secure cloud hosting, and interoperability with existing FEMA and Department of Homeland Security systems. Critical requirements include FedRAMP High Impact level cloud hosting, Technology Readiness Level 6 or higher, compliance with FEMA and DHS security standards, and government cloud environment operation.
The estimated contract value is $50 million to $100 million over a five to ten year period. FEMA seeks solutions that improve readiness visibility, accelerate staffing, reduce manual work, strengthen data quality, support surge operations, improve reporting and analytics, and reduce long-term sustainment burden.
Respondents must complete an Excel survey addressing company identification, business classification, solution partnerships, functional task capabilities across five mission areas (workforce qualification, deployment management, event/incident management, data analytics and reporting, and system administration), system attributes, and cost, schedule, and risk considerations. Vendors must estimate staffing effort in person-days and provide implementation timelines for one-, five-, and ten-year periods.
Questions were due October 5, 2026. The response deadline has been extended to October 20, 2026. A Vendor Responses Profile Summary Template in Excel format is required for submission; vendors who previously submitted their profile need not resubmit.
