About this opportunity

The Federal Emergency Management Agency (FEMA) Region VI is seeking a contractor to supply and deliver petroleum diesel fuel to maintain continuous electrical power for mission-critical operations at the Region VI Federal Regional Center in Denton, Texas. The procurement is structured as a Blanket Purchase Agreement (BPA) with a one-year base period and four option periods, running from July 1, 2025, to June 30, 2030. The contractor must deliver low-sulfur petroleum diesel fuel with no additives or biofuels within 24 hours of request to fuel an on-site generator with a 970-gallon tank capacity, and also provide 8-gallon propane tank exchanges as needed. The evaluation will use a best-value tradeoff source selection method, with technical factors considered significantly more important than price, focusing on technical approach, management plan, past performance, and pricing. The current proposal deadline is 12:00 PM CST on July 9, 2025, with questions due by June 25, 2025, and a mandatory site visit scheduled for June 24, 2025.

This procurement is set aside for small businesses under NAICS code 424720 with a size standard of 200 employees, and no incumbent contractors are identified in the solicitation documents. The generator requires approximately 100-200 gallons of fuel annually and operates once weekly for 30-60 minutes with an annual full load bank test, with deliveries needed during standard business hours (0600 to 1800, Monday through Friday). The facility is located at 800 North Loop 288 in Denton, Texas, and contractors must comply with security requirements including background checks and proper documentation for site access. While specific award values are not disclosed, the contract covers fuel delivery services for up to five years including the base period and all option years. The solicitation emphasizes the critical nature of maintaining generator fuel supply to ensure uninterrupted electrical power for essential FEMA operations.
