The total generator fuel tank capacity is 970 gallons, with a recommended maximum fill of 950 gallons, and deliveries will be made on an as-needed basis. The solicitation also includes provisions for 8-gallon propane tank exchanges.

Key procurement details include a solicitation number of 70FBR625R00000023, with proposals due by 12:00 PM CST on July 9, 2025. The contract will be awarded using a best value trade-off approach, with technical factors considered significantly more important than price. The contract is set aside for small businesses, with a North American Industry Classification System (NAICS) code of 424720 and a size standard of 200 employees. Contractors must comply with security requirements, including background checks and information handling protocols.

Statement of Objectives Fuel Contract BPA

PURPOSE:

The objective of this project is to create a contract for fuel purchase and delivery to the Federal Regional Center (FRC) building, located on the FEMA Denton Campus at 800 N. Loop 288, Denton, TX.

SCOPE:

FEMA Region 6 is seeking a contractor to supply and deliver Petroleum Diesel fuel for its fixed generator on site. Deliveries will be on an as needed basis. All proposals must clearly state which fuels are being offered by brand or manufacturer and have an attached Safety Data Sheets

(SDS).

Fuel specs as follows: only petroleum diesel fuel will be accepted no additives or Biofuels.

Cost proposals must include costs for the fuels offered by the proposer and shall include transportation and delivery charges (including pumping into our above-ground generator tanks).

Region 6 also has (3) 8-gallon propane tanks that will need to be included in this BPA for refills.

BACKGROUND:

The Federal Regional Center (FRC) is an underground bunker-type facility built in the 1960’s during the cold war. The facility has a ground floor and two underground floors.

EXISTING CONDITIONS:

This is a secure facility, and drivers will need to show a current driver’s license and registration for the truck prior to accessing the facility. All trucks will be inspected prior to entry on site. No firearms or drugs will be allowed on property.

The generator is located on the ground level and the tank can be accessed through the privacy fence. Our security team must be made aware of any delivery at least one day prior to delivery or the driver may be turned away. We have two entry gates. One has bollards as a security feature and the second is a truck gate. Depending on the size of the delivery truck we will direct the driver to the best access point.

GENERAL:

The contractor shall provide all labor, materials, tools, and equipment to complete the fuel and propane delivery. Any trucks that deliver fuel to FEMA must be able to pump fuel as all tanks are above ground and behind screens. This includes cleaning all areas where work is conducted to maintain the facility’s appearance. Any spills while on site are the responsibility of the contractor to clean up. All work must comply with applicable laws, regulations, instructions, and commercial best practices.

BUILDING WORKING HOURS:

Work shall be conducted during the operational hours of the FEMA Denton Campus, which are 7:30 AM-4:30 PM, Monday through Friday, excluding Federal holidays. Any deviations from these hours require prior approval from the Contracting Officer (CO) or Contracting Officer’s Representative (COR).

MINIMUM REQUIRED SERVICES:

1. Deliver Petro diesel to site as needed and with a priority customer designation.

2. Deliver full 8-gallon propane tanks to switch out with the empty tanks.

PROJECT DESCRIPTION AND OBJECTIVES:

The project will consist of delivery of Petro diesel fuel to one generator on site. The tank has a total capacity of 970 gallons. However, the tank shouldn’t be filled more than 950 gallons. We will only require top off on this tank as needed and we will give an estimated amount when fuel is required.

The 8-gallon propane tanks will be replaced with full tanks as needed.

PLANNING AND PREPARATION:

The Contractor shall coordinate with FEMA project plan and schedule.

The Contractor shall do a site visit to bid the project. This ensures the contractor has a full understanding of the security and safety aspects involved in this project.

DEMOLITION/REMOVAL:

The Contractor shall do all work to OSHA standards and manufacture specifications.

The Contractor shall remove spill matts if a spill occurs during fill up. Contractor is responsible for disposal of spill mats off FEMA R6 site government property.

INSTALLATION/CONNECTIONS:

Contractor will guarantee the fuel is not contaminated upon delivery.

CLEANUP:

The Contractor shall thoroughly clean the area daily, and properly dispose of all debris and surplus materials from FEMA grounds.

The Contractor shall perform the final clean up.

The Contractor shall get a receipt of fuel delivery or report to COR.

FINAL REVIEW AND INSPECTION:

The Contractor and FEMA will do a joint inspection of the work, area, and the fuel level upon completion of the delivery.

The Contractor provides all required reports to FEMA.

The government expects that a following deliverable schedule (or better) will be followed in delivering this SOO. The cumulative days mentioned below are business days, not calendar days.

QUALITY ASSURANCE SURVEILLANCE PLAN

Fuel Contract BPA 6/25/2025

1. PURPOSE.

This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:

• What will be monitored.

• How monitoring will take place.

• Who will conduct the monitoring.

• How monitoring efforts and results will be documented.

This QASP does not detail how the contractor accomplishes the work. Rather, the QASP is created with the premise that the contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance. In addition, the QASP should recognize that unforeseen and uncontrollable situations may occur.

This QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the contractor. Updates shall ensure that the QASP remains a valid, useful, and enforceable document. Copies of the original

QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.

Various methods exist to monitor performance. The COR shall use the surveillance methods listed below in the administration of this QASP.

Regardless of the surveillance method, the COR shall always contact the contractor's task manager or on-site representative when a defect is identified and inform the manager of the specifics of the problem. The COR, with assistance from the CO, if needed, shall be responsible for monitoring the contractor’s performance in meeting a specific performance standard.

DIRECT OBSERVATION. 100% surveillenceThe inspection of services will include daily visits at the work site, review of materials being used, ensure transparency, accuracy, and accountability installation. The COR closely monitor the time spent by laborers, contractors, and subcontractors on various tasks, as well as assessing the materials utilized during the renovation.

The COR will be responsible for checking the documented time and material records against the actual work completed and the resources consumed. The COR will carefully examine invoices, receipts, and work logs to verify that the billed hours and materials align with the contractual agreements and industry standards. Additionally, the inspection includes verifying the quality and appropriateness of the materials used, ensuring compliance with safety regulations, and assessing the overall efficiency and productivity of the labor force.
