About this file
This document is a Request for Proposal (RFP) for a Fuel Service Blanket Purchase Agreement (BPA) issued by FEMA Region VI. The contract seeks a vendor to supply and deliver petroleum diesel fuel to the Region VI Federal Regional Center's on-site generator, ensuring continuous electrical power for mission-critical functions. The BPA consists of a one-year base period with four option periods, with a total performance period from July 1, 2025, to June 30, 2030.
Key procurement details include a site visit scheduled for June 24, 2025, at 10:30 AM CST in Denton, Texas, with mandatory NCIC form submission by June 23, 2025. All questions must be submitted to Contracting Officer Destiny Dyson by June 25, 2025, at 4:30 PM CST, and proposals are due by June 27, 2025, at 11:00 AM CST. The solicitation specifies that only petroleum diesel fuel with no additives or biofuels will be accepted, and proposals must include a detailed price breakdown, transportation costs, and pumping charges. The procurement will use a best-value tradeoff source selection method, with technical considerations significantly more important than price.
