About this file

This document is a Responses to Inquiries from Industry file for FEMA Region VI's Fuel Service Blanket Purchase Agreement (RFP Number: 70FBR625R00000023). The document provides detailed responses to nine industry questions about fuel service requirements, including delivery hours (0600 to 1800 Monday through Friday), annual fuel usage (100-200 gallons), generator operation frequency (once weekly for 30-60 minutes with annual full load bank test), and site access procedures. Key details include the use of an 8-gallon horizontal valve propane tank for a forklift, site entry requirements involving two access points, and necessary documentation for vehicle and driver entry.

The RFP deadline has been extended to 12:00 PM CST on July 9, 2025, and the document includes photographic documentation of the generator and facility location. Vehicle and driver requirements mandate valid licenses, registration, insurance, and Department of Transportation compliance. Access to the site is permitted with current government-issued identification, and the facility will communicate fuel needs via an analog fuel gauge. The accompanying images show multiple views of the generator and facility infrastructure, providing visual context for potential contractors.

FEMA Region VI: Fuel Service Blanket Purchase Agreement RFP Number: 70FBR625R00000023 Responses to Inquiries from Industry

1. Question: What times can the supplier deliver?

Answer: We are open 0600 to 1800 Monday through Friday.

2. Question: How many gallons average do we use?

Answer: We use between 100 and 200 gallons per year.

3. How often do we run our generator?

Answer: We run once a week 30 to 60 minutes and a full load bank annually. More if we have power outages.

4. Question: How do we know when fuel will be needed?

Answer: We have an analog fuel gauge, and we will call you when we need a top off.

5. Question: Will a TWIC card work for access to the site?

Answer: If it is a current government form of ID it will get you on site.

6. Question: How do we access the site?

Answer: We have 2 points of entry; one is the main entry, and we have a truck entry gate as well.

7. Question: Truck size and entry requirements.

Answer: Contractor is responsible for determining what size truck will suit the delivery need the best. All trucks regardless of size will need license, registration, insurance, and any other DOT requirements. Drivers will need valid driver’s license, and all vehicles will be inspected prior to entry.

8. Question: In reference to the 8-gallon propane tank, could you please clarify its intended use?

The reason for this request is that the required valve type, connection, and internal feed system differ depending on the application. For example, if the tank is intended for use with emergency heaters, grills, or lighting, it would require a vapor withdrawal system and a specific type of connection. Conversely, if it is to be used with a forklift, it would need a liquid withdrawal system, a different valve configuration, and horizontal mounting. Clarifying the end use will ensure we supply the correct tank and fitting Answer: This request is for forklift tanks with the horizontal valve. We will not need additional tanks just refill our current containers. The use is for a forklift so if the vendor needs us to deliver or pick up the tanks, we can accommodate. There isn't a need if we are only use it for the forklift.

9. Question: Can Region VI provide pictures for those who were unable to attend the site visit?

Answer: Yes, please find the photographs of the generator and general location expressed below.
