About this opportunity

The Federal Emergency Management Agency's Continuous Improvement Division (CID) is soliciting a single-award Blanket Purchase Agreement under the GSA Multiple Award Schedule for Enterprise Program and Technical Support Services, including program management, data collection and analysis, product development, training and technical assistance, systems support, disaster readiness operations, after-action reviews, and program consulting services. This unrestricted solicitation is open to firms with an active GSA MAS contract under NAICS 541611 (Administrative Management and General Management Consulting Services). Key requirements include holding an active GSA MAS contract at time of proposal submission, meeting size standards for NAICS 541611 by award, and ensuring all personnel undergo required DHS background checks. The two-phase evaluation process will assess technical approach and two sample project scenarios in Phase One, followed by staffing plan, key personnel qualifications, corporate experience, management approach, and pricing in Phase Two, with non-price factors weighted as significantly more important than price. Important deadlines include vendor questions due by January 16, 2026 at 12:00 PM ET, quotation submissions due by February 13, 2026 at 12:00 PM ET, and Phase Two submissions at a later date to be determined.

This procurement carries no set-aside designations and represents a recompete of an incumbent contract currently held by The CNA Corporation under BPA #70FA2020A00000001. The estimated BPA value is $41.5 million inclusive of options, structured as a 12-month base period followed by four optional 12-month periods through May 2030. The contract will require government-estimated labor hours mapped to the contractor's applicable GSA MAS offerings across multiple functional areas including Headquarters Assessment, Headquarters Program Consulting & Operations, Regional After-Action Review, and Tier 1 National After-Action Review, with key personnel including a BPA Program Manager (10 years minimum experience), Deputy Program Manager (10 years), CIIS Project Lead (8 years), and others. Travel costs and other direct costs must comply with Federal Travel Regulations without profit markup, and all pricing must reference government-provided labor categories from Attachment D. Performance of work will take place in Washington, DC.
