About this file

This is a solicitation document for a Blanket Purchase Agreement (BPA) under GSA's Multiple Award Schedule for Enterprise Program and Technical Support Services issued by FEMA's Continuous Improvement Division (CID). The solicitation number is 70FA2026Q00000001, with Phase One quotation submissions due February 13, 2026 at 12:00 PM ET. This is an unrestricted procurement requiring an active GSA MAS contract under NAICS 541611. The estimated BPA amount is $41.5 million (inclusive of options), structured as a single base period of 12 months followed by four optional 12-month periods. The Government anticipates awarding a single BPA to provide comprehensive continuous improvement and disaster support services including program management, data collection and analysis, product development, training and technical assistance, systems support, disaster readiness and operations, after-action reviews, and program consulting services.

The solicitation employs a two-phase evaluation process with Phase One focusing on technical approach and two sample project scenarios (maximum 15 pages each), and Phase Two evaluating staffing plan and key personnel, corporate experience, management approach, and pricing. All pricing must reference the Government-provided labor categories in Attachment D, with pricing available on the contractor's GSA schedule; no open-market services are permitted. Key Personnel include a BPA Program Manager, Deputy BPA Program Manager, CIIS Project Lead, CIIS Senior Systems Engineer, CITAP Project Lead, and Disaster After-Action Review Lead. The contract requires background investigations commensurate with risk levels, compliance with Section 508 and 504 accessibility requirements, and safeguarding of controlled unclassified information and personally identifiable information. Travel costs and other direct costs must comply with Federal Travel Regulations without profit markup. Award is anticipated based on initial quotations without exchanges, though the Government reserves the right to conduct exchanges with the apparent successful offeror.

B.6 PERIOD OF PERFORMANCE (actual dates will be filled-in at time of award)

Base Period: 12-months after contract award

Option Period 1: 12-months after option exercise

Option Period 2: 12-months after option exercise

Option Period 3: 12-months after option exercise

Option Period 4: 12-months after option exercise

The ordering period of this Blanket Purchase Agreement (BPA) is 12-months from effective date of award with four 12-month options. The BPA may extend beyond the successful vendor’s GSA Schedule contract, so long as there are option periods in their GSA Schedule contract that, if exercised, will cover the BPA's period of performance. The Government reserves the right to adjust the BPA period of performance (to a shorter timeframe) in the event the successful offeror’s MAS Contract (inclusive of options that may be exercised by GSA) does not cover the entire ordering period.

Expiration

The BPA expires at the end of the specified ordering period set forth herein (inclusive of options exercised) or when the BPA Contractor’s GSA Multiple Award Schedule (MAS) contract which the BPA is predicated upon no longer exists (e.g., the GSA/MAS contract is cancelled, expires from either an option not being exercised or no more options remaining). In no event shall the ordering period exceed the successful offeror’s GSA/MAS contract periods of performance.

B.7 PRICE SCHEDULE

The following Price Schedule is established for issuance of call orders under this BPA. The pricing applies as ceiling fully burdened labor rates (with applicable discounts) for all call order quotations. The

Offeror’s best discounted rates are requested and are highly encouraged. The agreed upon labor rates are fully burdened (inclusive of all indirect costs and profit) and are inclusive of any offered discounts.

Only the labor categories and rates set forth herein shall be used during the performance of this agreement. In the event additional labor categories are required, the Contracting Officer is to be notified, and if approved, the required labor category shall be added to the BPA through a bi-lateral modification.

Any additional labor categories added must reflect the highest percent discount established under the BPA and be available under the Offeror’s GSA schedule.

The Government will populate this section using the exact labor categories and fully burdened discounted labor rates as provided in offeror’s quoted Attachment “D,” Pricing Worksheet using an MS Excel file.

The labor categories and fully burdened rates set forth herein apply to all services provided under call orders including but not limited to employees of the prime Contractor, teaming partners, subcontractors, and consultants. These rates apply to all hours worked including any overtime. No increase or adjustment to the rates will be provided for overtime, services provided after-hours, weekends, and/or on holidays.

The rates apply to both onsite and offsite job locations including approved telework. The minimum qualifications for Key Personnel set forth in the PWS apply. For Non-Key Personnel, the Contractor shall provide staffing for the labor categories listed below with the necessary level of experience, education, and skill sets to successfully meet call order requirements. Disclosure: The Government will not direct overtime or schedule the work hours of Contractor employees. The Contractor is required to ensure all necessary work hours are covered and is responsible for establishing the work schedules for its staff since this is not a personal service contact. See Section E.1(C) for complete listing of all price quotation instructions. Labor categories being proposed at the time of the offerors proposal submission shall be on the GSA Schedule.

B.16 GOVERNMENT QUALITY ASSURANCE PLAN AND SURVEILLANCE

The Government will perform those quality assurance procedures that may be necessary to verify that performance is in accordance with the terms of the BPA and call orders. The COR will routinely perform

Government quality assurance; however, other activities may be called upon to support this effort as required. The Quality Assurance Surveillance Plan (QASP) found in Attachment “B” dated 18 November

2024, will be utilized to monitor Contractor performance for all call orders. Call Order(s) may have specific Quality Assurance Surveillance Plan(s).

The QASP will be used by the Government to evaluate the Contractor’s performance over the life of the

BPA and call orders (unless the conditions of a task order level QASP apply). Through this evaluation, the COR will identify both positive and negative aspects of the Contractor’s performance. This will allow the COR to communicate to the Contractor those aspects that are strengths of their performance, and those aspects considered to be deficiencies/weaknesses in their performance, and which need to be addressed and corrected. For those tasks listed in the QASP, the COR or designated quality assurance evaluators will follow the methods of surveillance specified in this BPA and call orders. The COR or designated quality assurance evaluators will record all surveillance observations and will maintain a file of all inspections results. Government surveillance of tasks not listed in the QASP may occur during the performance of this contract. Such surveillance will be done according to standard inspection procedures or other contract provisions. Unsatisfactory performance for any Performance Standard/Acceptable

Quality Level (AQL) item may result in other appropriate action(s) by the Contracting Officer in accordance with the Inspection of Services clause, including Termination for Cause. Any action taken by the Contracting Officer as a result of surveillance will be in accordance with the terms of this BPA and call orders.

B.17 METHODS OF SURVEILLANCE

The Government may use a variety of surveillance methods to evaluate the Contractor's performance.

These include, but are not limited to, random sampling of recurring services, periodic surveillance of the

Contractor's quality control program, test calls, customer surveys, and validated customer complaints.

B.18 PERFORMANCE OF GOVERNMENT CONTRACT QUALITY ASSURANCE
