About this file
This document is a Questions and Answers response from the Federal Emergency Management Agency (FEMA) regarding a competitive solicitation for enterprise program and technical support services under a GSA Multiple Award Schedule Blanket Purchase Agreement (BPA).
The solicitation (Item 70FA2026Q00000001) seeks a single-award BPA to support FEMA's Continuous Improvement Division (CID) with services including program management, data collection and analysis, product development, technical assistance, disaster after-action reviews, and systems support. The incumbent contractor is The CNA Corporation (BPA #70FA2020A00000001). The Phase I technical quotation submission deadline is February 13, 2026, at 12:00 PM ET, with quotations submitted via email to gregory.crouse@fema.dhs.gov. Phase II submissions will occur at a later date to be determined. Offerors must hold an active GSA MAS contract at the time of proposal submission and meet the size standard for NAICS code 541611 by award. All personnel actively supporting the contract must undergo DHS background checks. The government will evaluate proposals using criteria including technical approach, project scenarios, staffing plan, corporate experience, and pricing, with non-price factors weighted as significantly more important than price.
The BPA encompasses nine primary tasks with associated labor categories across multiple functional areas (HQ Assessment, HQ Program Consulting & Operations, Regional After-Action Review, and Tier 1 National After-Action Review). The pricing worksheet includes government-estimated hours by labor category that offerors cannot deviate from. Key personnel requirements include BPA Program Manager (10 years minimum experience), Deputy Program Manager (10 years), CIIS Project Lead (8 years), and others. The government confirmed that labor categories must be mapped to offerors' applicable GSA MAS offerings, 1099 personnel are permissible under the "complete GSA solution" requirement, and offerors may propose personnel exceeding minimum qualifications. Corporate experience examples may be drawn from the past five years for federal, state, local, and commercial clients, with equal consideration given to prime and subcontractor experience provided signed commitment letters are submitted.

Questions / Clarifications / Comments Solicitation Reference Government Response
Phase I submission instructions state, "The Phase One (1) technical quotation submittal shall not exceed 15, single sided, 8.5 inch by 11-inch pages and shall use a type-pitch that is no smaller than a standard 12-point font type, with the exception of charts, graphs and tables shall use a pitch not smaller than 10-point font." However, in order to respond to Factor 1, Technical Approach, the respondent's narrative must address nine (9) PWS tasks; for each task, the narrative must address five (5) criteria, as follows: 1) A demonstrated understanding of the BPA requirements to effectively and efficiently satisfy the requirements of the Performance Work
Statement (PWS), (2) A proposed approach to satisfy the BPA and PWS requirements, (3) Include a level of detail and feasibility of the proposed approach,
(4) demonstrated best use of best industry and government practices to accomplish the work, and (5) how the approach will enhance CID’s ability to support internal and external stakeholders.
If limited to 15 pages, each task narrative response will average no more than 1.6 pages, which does not allow for "a level of detail and feasibility of the proposed approach."
Will the government consider increasing the page limitation for Factor 1 to no more than 25 pages?

2026" on page 1 of 151.
Will pricing competitiveness be evaluated strictly at the BPA level, or will pricing realism and competitiveness be re-evaluated at the individual call order level?
Section B.7 – Pricing
Pricing will be evaluated using the labor categories and fully burden rates set forth in the offerors quoted Attachment “D,” Pricing Worksheet using an MS Excel file.
For labor categories not initially proposed but later required via BPA modification, will
FEMA require the same percentage discount applied to the most comparable existing labor category, or the highest discount across all categories?
Section B.7 – Pricing
Should additional labor categories be required to support the BPA after the BPA has been awarded, the Government will seek the highest discount possible across those categories.
Can FEMA confirm whether background investigations are required for all BPA personnel at time of award, or only for personnel proposed at the call order level?

For Corporate Experience, is FEMA seeking experience strictly aligned to
FEMA/DHS missions, or will comparable federal, state, or large-scale public sector experience be considered equally relevant?
Phase II – Technical Quotation
As stated in the solicitation, 2.2.1_Solicitation 70FA2026Q00000001_CID GSA-
BPA_Attachment A_B_C_01-13-2026" on page 70 of 151 in Factor 4: Corporate
Experience, "Offerors shall present up to five (5) relevant contracts/projects, performed within the past three (3) years for clients (including federal, state, and local governments and commercial clients) as the prime or subcontractor, which demonstrate experience comparable to the PWS requirements."
Are offerors permitted to propose personnel who exceed the minimum qualifications of the labor categories (education/years), provided pricing remains aligned to the approved labor category rate?
Staffing / Labor Categories Yes, offerors are permitted to propose personnel who exceed the minimum qualifications for the labor catergories.
Will FEMA evaluate corporate experience performed by subcontractors or teaming partners equally with prime contractor experience, provided the prime demonstrates management and integration responsibility?

All Phase One (1) proposals will be evaluated using the criteria identified in "Factor 1 -
Technical Approach" and "Factor 2 - Two Sample Project Scenarios" as defined in the solicitation, "2.2.1_Solicitation 70FA2026Q00000001_CID GSA-BPA_Attachment
A_B_C_01-13-2026" section "E.8 Evaluation Factors", on page 79 of 151.
Does FEMA anticipate awarding BPAs to both large and small businesses, or will awards be segmented by socioeconomic category if applicable?
Evaluation / Award Strategy
As stated in the solicitation, "2.2.1_Solicitation 70FA2026Q00000001_CID GSA-
BPA_Attachment A_B_C_01-13-2026" on page 1 of 151, "It is anticipated that a single-award GSA/Blanket Purchase Agreement (BPA) will be issued to the successful Offeror who will provide the best value to the Government, price and other factors considered."
RFP page 1, Item 20. "A complete GSA solution is required, which is defined as an approach that does not require any open market services or supply."
QUESTION: Does this mean that a subcontractor cannot use 1099s to perform portions of the work, because they are not with the GSA system?
Solicitation - Page 1 - Item 20
The requirement for a “complete GSA solution” refers to the contract vehicle used to provide the required supplies and services. Offerors are responsible for ensuring that all personnel performing under the contract are working under the terms of the prime contractor’s GSA Schedule contract (or applicable GSA Contractor Teaming
Arrangement) and that their internal staffing arrangements comply with all applicable laws and contract clauses. The use of 1099 personnel are not inherently prohibited by this “complete GSA solution” requirement.
RFP page 1, Item 10. "NAICS: 541611"
QUESTION: Must all respondent to this solicitation have the NAICS code within their
GSA Schedule?
Solicitation - Page 1 - Item 10
No, offerors do not need to have the NAICS code within their GSA schedule. However, the offeror must ensure their firm meets the size standard for the specific NAICS code in the solicitation at the time of award.
RFP page 95, Continuity of Support, "The Contractor shall ensure that all contract support personnel are present for all hours of the workday."
QUESTION: Is the requirement for FTE support personnel to be available throughout the contract?
Solicitation - Page 95 -
Continuity of Support
Yes, as stated in solicitation, "2.2.1_Solicitation 70FA2026Q00000001_CID GSA-
BPA_Attachment A_B_C_01-13-2026" on page 96 of 151, "The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Contracting Officer’s Representative (COR) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement."
The solicitation states that it is structured as two parts: Phase I – Technical Quotation and Phase II – Technical Quotation and Business Quotation, with each phase being separate and complete. Section E.3 specifies a due date for Phase I; however, a due date or anticipated timeframe for Phase II is not identified. Can the Government please advise whether an anticipated submission timeframe (e.g., number of days or weeks following Phase I submission or notification) can be shared for Phase II (even estimated)?
Section E.3 – Quotation Due
Date (Phase I / Phase II)
This is to be determined and subject to change, as it is dependent on the number of proposals received in response to the solicitation.
The solicitation includes evaluation criteria for Corporate Experience/Past
Performance; however, the allowable timeframe for relevant experience appears more limited than is typical for similar BPA acquisitions. Would the Government consider allowing offerors to submit relevant Corporate Experience/Past
Performance examples from the past five (5) years to ensure a broader and more competitive pool of qualified offerors, particularly in light of recent changes throughout the government environment, contract continuity, and agency personnel?
Section E – Evaluation Factors

Throughout the solicitation, including Attachment A, Performance Work Statement
(page 3), and Attachment C, Technical Project Scenarios (pages 2, 3, and 5), the
Government instructs Offerors to crosswalk proposed labor categories to the GSA

Attachment A, PWS (page 3);
Attachment C, Technical
Project Scenarios (pages 2, 3, and 5)

Assessment and HQ Program CO?

The instructions for Factor-2: Two Sample Project Scenarios state that "Offerors shall demonstrate the sufficiency of the proposed Key Personnel…to satisfy the requirements of each scenario in an effective manner." The scenario response instructions (Attachment C) state "Please include a proposed staffing plan with specific names of Proposed Key Personnel and brief summaries of experience for specific people who would fill the roles." Can the Government confirm that in the scenario response, bidders can identify both BPA key personnel (if they would have a role in the notional call order represented by the scenario) and additional call order-level personnel the bidder would name as key?
