About this opportunity

The Library of Congress Federal Library and Information Network (FEDLINK) is seeking proposals for Library Support Services through a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year base period of performance from May 1, 2026, through April 30, 2031. The solicitation is divided into two lots: Lot 1 for On-site Library Support Services and Lot 2 for Off-site Technical Services, including cataloging, metadata creation, and physical processing. Services will support federal agencies across the executive, legislative, and judicial branches, with offerings including staff management, integrated library systems, collection services, data services, and public services. Proposals will be evaluated using a best value tradeoff analysis based on five factors in descending order of importance: Technical Approach, Management Approach, Government/Other Experience, Past Performance, and Price, with non-price factors significantly weighted above price considerations. The question submission deadline was extended to 12:00 PM Eastern time on Tuesday, January 20, 2026, with proposal submissions due by 4:00 PM Eastern time on Friday, January 30, 2026. Three amendments have been issued, with Amendment 0003 posted on January 27, 2026, providing additional Questions and Answers clarifications.

This procurement includes no set-aside designations and will award to multiple contractors. Current incumbents include Zimmerman Associates, Backstage Library Works, LAC Federal, Kelly Services, Inc., and FedWriters, Inc. The guaranteed minimum contract amount per award is $2,500, with a maximum cumulative value of $100,000,000 per contract. Lot 1 will be priced on a labor-hour basis with ten distinct library support positions (Archives Technician, Archivist, Cataloger, Librarian, Library Clerk, Library Project Manager, Library Systems Manager, Library Technician, Technical Information Specialist, and Training Specialist), while Lot 2 will be priced on a firm-fixed-price basis covering cataloging services in multiple languages and media types. All hourly rates and pricing must comply with the Service Contract Act wage determination requirements provided in the solicitation. Performance will take place throughout the United States, with services to be delivered both on-site at federal facilities and off-site through technical processing operations.
