| LCFDL26R0012 - QUESTIONS AND ANSWERS 2 (1.27.2026) | ||
| QUESTION | ANSWER | |
Who are the incumbent contractor(s) currently executing this work? | Zimmerman Associates, Backstage Library Works, LAC Federal, Kelly Services, Inc., FedWriters, Inc.
The SCA rates change each year, so is Fedlink asking contractors to price based on current SCA rates or use their own rates to price Lot 1 or Lot 2? | Service Contract Age Wage Determinations set forth the prevailing wages and fringe benefits that prime contractors and subcontractors must pay service employees working on covered contracts in specified geographic areas. Offerors shall price based on their own rates. Per Section B.2.1, contractors must pay no less than the minimum hourly wages and fringe benefits as stated in the wage determination.
Can Fedlink please provide what ODC they anticipate for Lot 1 or give an amount for each contractor to bid the same to make bids the same? | Attachment A – Lot 1 Price Schedule has been amended to remove ODCs.
Can resumes for the CM role and alternative be outside of the page count requirement? (C.7.2 Key Personnel & C.7.2.1 Contract Manager) | Offerors should keep their proposal volumes in line with the prescribed page counts; however, an offeror will not be excluded from consideration by going over the page limit due to these resumes.
Are completed CPAR reports of submitted Government references allowed in lieu of a completed Past Performance Questionnaire? | Per Section L.4.2, an offeror will not be penalized if their references do not submit a completed Past Performance Questionnaire. The Government may contact Offerors’ customer references or use other references/information, such as CPARS, to verify past performance.
Is there a page count for the Government/Other Experience section? | Offerors should provide no more than two (2) pages total for each example provided.
The government client references will submit the PPQ’s directly to Contracting Officers Catherine J. Campbell at catcampbell@loc.gov and Katie Bowen at katbowen@loc.gov. What is offeror expected to include in our response for this section? | In Part III – Business Volume Offerors may include a short description of each example provided under Factor 3, including the contract type, contract number, period(s) of performance, name of the client, and contact information. FEDLINK understands that this may duplicate information provided in Part II – Technical Volume for Factor 3 – Government/Other Experience. The intention is for FEDLINK to have sufficient information to evaluate what type of experience offerors have (Factor 3) and how well they performed (Factor 4).
If an Offeror is bidding on both Lot 1 and Lot 2, are we required to submit two distinct examples for each Lot (total of 4), or are two examples total sufficient if they cover the scope of both Lots? | FEDLINK’s assumption is that this question is regarding Factor 3 – Government/Other Experience. If Offerors are proposing on both Lots and are providing examples of experience that cover the scope of both, this should be clearly stated in their technical volume.
Is this solicitation considered a "new requirement," or is it a follow-on/on-ramp to an existing FEDLINK IDIQ vehicle? If there are incumbent contractors, can the Government please provide the names of the current IDIQ holders? | See response to Question 1.
To assist Offerors in gauging the magnitude of the effort and providing realistic pricing, can the Government provide the estimated number of Full-Time Equivalents (FTEs) or historical annual hours typically ordered under Lot 1? | FEDLINK does not have this information readily available. Project requirements vary widely amongst federal agencies, thus there is not a “typical” order.
Please confirm that résumés are ONLY required for the designated Key Personnel (Contract Manager and Contract Manager Alternate) at the IDIQ proposal stage, and that résumés for other labor categories (e.g., Librarians, Catalogers) are NOT required at this time. | Confirming that resumes are only required for the Key Personnel designated at the IDIQ level. For individual task orders, resumes may be required for the labor categories being ordered for those positions designated as Key Personnel under that order.
Section C.7.2.1 lists the Contract Manager and Alternate as Key Personnel. Are Offerors permitted to propose additional Key Personnel (e.g., a Quality Control Manager) if deemed beneficial to their management approach? | FEDLINK does not anticipate additional positions being designated as Key Personnel at the IDIQ level; however, offerors may include this information for Factor 2 – Management Approach.
We respectfully request a one-week extension to the proposal due date (to February 6, 2026). This additional time will ensure we can fully incorporate your guidance and submit a compliant, high-quality proposal. | Due to internal time constraints we are unable to extend the proposal due date.
Can services under GSA LCATS Lot 2 be priced using time-and-materials (T&M) hourly rates instead of fixed unit prices, given that units are defined as 'Title' and level of effort varies by item? | Per Section B.1, task orders will be issued as either FFP or labor-hour. ***Please see Question 30 for additional information***
Since Lot 1 is staffing-oriented, should past performance reflect staffing capabilities or the firm's technical experience in performing specific task areas? | This should be at the Offeror’s discretion based on the information provided in Sections C, L, and M.
Page 62 states “ODCs will not be evaluated…” – will the ODC line item be identified at the task order level, and what will they be? | This reference to ODCs has been removed.
Section L states, for Factor 1, “Offerors shall thoroughly explain the proposed methods, procedures, and tools they intend to use to fulfill the requirements, including staffing strategies, quality assurance measures, and how work will be managed across task orders.” For Factor 2 says offerors shall “describe the offeror’s ... capability to effectively plan, coordinate, perform, and administer multiple concurrent task orders across a geographically dispersed customer base.” Please confirm that offerors need only discuss managing work across task orders in Evaluation Factor 2 – Management Approach? | Updates have been made to Evaluation Factors 1 and 2 in Section L. Offerors only need to discuss managing work across task orders in Evaluation Factor 2 – Management Approach.
Section L states, for Factor 1, “Offerors shall thoroughly explain the proposed methods, procedures, and tools they intend to use to fulfill the requirements, including staffing strategies...” Factor 2 states “The proposal shall provide the offeror’s approach to recruit, retain, and replace staff, provide reach-back capability...” Will the Government confirm that offerors need only discuss the offeror’s approach to recruit, retain, and replace staff in Factor 2 – Management Approach only? | Updates have been made to Evaluation Factors 1 and 2 in Section L. Offerors only need to discuss their approach to recruit, retain and replace staff in Evaluation Factor 2 – Management Approach.
Section L states, for Factor 1, “Offerors shall thoroughly explain the proposed methods, procedures and tools they intend to use to fulfill the requirements, including staffing strategies, quality assurance measures, and how work will be managed across task orders”. Factor 2 states “The proposal shall provide the offeror’s approach to recruit, retain, and replace staff, provide reach-back capability...”. Will the Government confirm that offerors need only discuss quality assurance measures in Factor 1 Technical Approach only? | Updates have been made to Evaluation Factors 1 and 2 in Section L. Offerors only need to discuss quality assurance in Evaluation Factor 2 – Management Approach.
Would the Government please confirm that it wants five submission files:
Volume I – Entity Information (PDF or Word)
Volume II – Technical Proposal (PDF or Word)
Volume III – Business Proposal (PDF or Word)
| Attachment A (Excel) | Per L.3, the government is requesting written responses in three separate files: Volume I – Entity Information (Adobe PDF or Word); Volume II – Technical Proposal (Adobe PDF); and Volume III – Business Proposal. A responsive offer will also include a completed Attachment A and/or B (Excel spreadsheet). The number of submission files will be dependent on which Lot(s) an offeror is proposing. | ||
Section L.3.1: Does the Government have a requirement for what content goes in the Introductory Narrative? | No, there is no requirement as to what content goes in the Introductory Narrative. This will be used for informational purposes and will not be evaluated, in accordance with Section M. |
Can the Government confirm that for Contractor Responsibility Information, offerors are to provide material responsive to the requirements in FAR 9.104 and in FAR 52.209-5? | The Offeror shall complete the representations at FAR 52.209-5, "Certification Regarding Responsibility Matters (Aug 2020)," FAR 52.209-7, "Information Regarding Responsibility Matters (Oct 2018)," and paragraph (h) of provision FAR 52.212-3, "Offeror Representations and Certifications - Commercial Products and Commercial Services." Additional documentation may be requested by the FEDLINK CO depending upon the responses in these representations. |
Does the Government require that offerors will propose separate key personnel for each lot or can the same personnel be proposed for both? | Key Personnel can be the same for both lots. |
Can the Government confirm that Past Performance should be separated out into Lot 1 and Lot 2 past performances? | Past Performance examples can either be separated out for Lot 1 and Lot 2 or a vendor can note that an individual Past Performance example covers both Lots 1 and 2. Please label each example clearly. If proposing for both lots, strive to have examples from each. |
Is there a page limit for Volume III? | No. |
If proposing subcontractors, is there is requirement for how many past performance must come from the prime and how many from the subcontractor? | There is no requirement for how many must come from the prime and how many from the subcontractor. Please note, subcontractor past performance examples should only be included if they will be performing major or critical aspects of the requirements. |
Will the Government evaluate proposals for Lot 1 and Lot 2 independently? For example, if an offeror bids on both lots and the Government rejects one of the lots for any reason, will the Government still evaluate the offerors remaining lot for award? | Yes, an offeror may propose for both lots and may potentially only be awarded for one or the other. |
Would the Government please extend the due date by one week to provide offeror's time to address responses to the questions? | See response to Question 13. |
What are the updated page limits for Factors 1 and 2? | Offerors have a 20-page limit for their combined response to Factors 1 and 2 for each Lot (instead of 15 pages per Factor, per Lot as originally solicited). If an Offeror is sending a proposal for just Lot 1 or Lot 2, their total page limit for their combined response to Factors 1 and 2 is 20 pages. If an Offeror is sending proposals for both Lots 1 and 2, then they have a 20-page limit for Factors 1 and 2 per Lot for a total limit of 40 pages (20 pages per prosposal for their combined Factor 1 and 2 response). |
Based on the answer to question 14, please confirm that offerors may price Lot 2 as Labor Hour. | Lot 1 shall be priced as Labor Hour (though individual task orders for Lot 1 services may be awarded as Firm Fixed Price orders). Lot 2 shall be priced as Firm Fixed Price. |
Please confirm that the majority of past performance cannot come from subcontractors. | Correct, the majority of past performance examples should come from the Prime contractor. |
Does Lot 1 on-site work include telework? | Yes, as designated in the individual task order.
