The Bureau of Prisons is seeking a contractor to supply approximately 12,000 gallons of propane per month to the Federal Correctional Institution in Three Rivers, Texas under an indefinite-delivery, requirements-type contract. The contractor will be responsible for upgrading on-site storage tanks and associated piping, as well as providing all necessary equipment, permits, safety compliance, testing, and backup supply. The base period of performance will be one year with four one-year options. Responses to the market survey questionnaire are due by October 20, 2023.

There is no set-aside designation for this procurement. NAICS code 324110 for petroleum bulk stations and terminals with a small business size standard of 1,500 employees applies. The estimated annual usage is 50,000 gallons of propane. The specifications call for replacing existing tanks with two new 5,000-gallon tanks and two 500-gallon tanks. Pricing will be fixed for the initial base year and subject to negotiation for option years, with an anticipated award date of July 15, 2022.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for the supply of propane at the Federal Correctional Institution (FCI) Three Rivers, located in Three Rivers, TX. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide the supply of propane in accordance with the specifications. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The performance period will be for a base year period from the Effective Date of Award (EDOA) through 12 months from the EDOA, four (4) possible 12-month option periods at the unilateral discretion of the Government. The Government anticipates requiring L.P. Propane at an estimated monthly average of 12,000 gallons.  The contractor shall provide all tanks/equipment and all accessories at the storage tank site. A Government solicitation document to provide this delivery is being developed, and a contract may or may not result. Market Research is being conducted to determine interest and capability of potential sources for this requirement. All future information about this acquisition, including the solicitation and/or amendments, will be distributed solely through this site.
