About this opportunity
The Federal Bureau of Prisons Federal Correctional Institution McDowell seeks dairy and egg products for the fourth quarter of fiscal year 2026, with proposals due May 22, 2026 at 1:00 PM Eastern Time. The procurement is a Total Small Business set-aside under NAICS 311991, Perishable Prepared Food Manufacturing, with a size standard of 100 employees.
Place of performance is Welch, West Virginia. All dairy items will be awarded to a single vendor based on past practice and overall pricing; egg products may be awarded separately by line item to the lowest responsive and responsible bidder. Line items include cottage cheese (350 lbs), sour cream (100 lbs), frozen eggs (30,000 lbs), shell eggs (500 each, 30-dozen cases), and whole milk in half-pint containers (300,000 units). Cottage cheese requires a minimum remaining shelf life of 60 days at delivery; all products require a minimum shelf life of 90 days from delivery date. Weekly deliveries will be accepted on an as-needed basis, FOB destination to the FCI McDowell Warehouse.
All prices are firm with no minimum award amounts or "all or none" provisions permitted. Offerors whose quantities differ from posted amounts must recalculate line item prices to match posted quantities and submit both recalculated and actual case counts; failure to perform these calculations will result in bid rejection. Evaluation weighs past performance and delivery schedule at 75% combined and price at the remaining factor. Offerors must complete representations and certifications via OCRA at SAM.gov and hold a valid DUNS Number. Bids may be submitted by mail, hand delivery, fax (304-436-7389), or email to Joe Riffe at jriffe@bop.gov.
