About this file
This is a Request for Quote (RFQ) for dairy and egg products issued by FCI McDowell, a federal correctional institution located in Welch, West Virginia. The solicitation seeks quotes for five line items including cottage cheese (350 lbs), sour cream (100 lbs), frozen eggs (30,000 lbs), shell eggs (500 each, 30-dozen cases), and whole milk in half-pint containers (300,000 units). All dairy items except frozen eggs require weekly deliveries. Specific product specifications are provided, including references to federal commodity identification standards (CID numbers) and regulatory compliance requirements such as 21 CFR §131.110 for milk products. Cottage cheese must have a minimum remaining shelf life of 60 days at delivery.
Evaluation criteria emphasize past performance and delivery schedule, with greater weight given to these factors than price and socio-economic status. A notable procurement requirement states that all dairy items will be awarded to a single vendor based on past practice and overall pricing. Bidders whose case counts differ from posted quantities must recalculate their line item prices to reflect the posted quantities while also submitting their actual case counts; failure to perform these calculations will result in bid rejection. The document does not specify response deadlines, award dates, or pricing submission formats.

Evaluations will be based upon past performance, socio-economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count as well. If the calculations are not done, your line item bid price will not be accepted. ***Please note all dairy will be awarded to a single vendor based upon past practice and overall pricing.***
