About this opportunity
The Federal Correctional Institution McDowell, operating under the Department of Justice Bureau of Prisons, is soliciting bids for subsistence supplies and services for the third quarter of fiscal year 2026. The procurement encompasses a comprehensive range of food products and disposable supplies required for institutional operations, including proteins (ground beef, chicken, fish, and pork totaling approximately 72,500 pounds), frozen and canned vegetables, dairy products, staple items such as rice and pasta, oils and dressings, and disposable food service items. Evaluation will be based upon past performance, socioeconomic status, overall price, and delivery schedule, with greater emphasis placed upon past performance and delivery schedule; technical and past performance combined are weighted at 75% relative to price. All bid submissions must include detailed calculations showing case counts and pricing that match the posted quantities, with failure to provide such documentation resulting in bid rejection. The solicitation number is 15B12226Q00000007, with bids due on February 27, 2026 at 9:00 AM ET, and submissions should be sent to jriffe@bop.gov or to the facility address in Welch, West Virginia.
This is a 100% small business set-aside with a NAICS code of 15B122 and a size standard of 100 employees; no incumbent contractors are identified in the available documentation. The facility has implemented a do-not-award list for vendors with past performance issues, including delivery of expired products, specification non-compliance, or warehouse rejections, which may result in complete bid voidance on future solicitations. All delivered products must maintain a minimum shelf life of 90 days from the delivery date, and pricing is FOB destination to the FCI McDowell Warehouse in Welch, WV 24801 with weekly deliveries accepted on an as-needed basis. The specific quantities for procurement include items such as 421 pounds of rice, 288 cases of pasta, 410 cases of breakfast cereal, 300 gallons of vegetable oil, and various quantities of canned and frozen vegetables and proteins. Offerors must complete representations and certifications through the Online Representations and Certifications Applications at sam.gov, maintain current Central Contractor Registration and DUNS numbers, and provide original signatures on Standard Form 1449.
Notice text
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………..Emailed bids should be sent to: jriffe@bop.gov
