About this opportunity
The Department of Justice Bureau of Prisons at Federal Correctional Institution (FCI) Leavenworth is soliciting firm fixed-price quotes for weekly or biweekly deliveries of fresh bread products, specifically enriched wheat hot dog buns, hamburger buns, and sandwich loaves. The solicitation (15B40826Q00000006) requires vendors to submit per-unit pricing on an attached spreadsheet with specifications for packaging and shipping methods, with quotes evaluated on lowest price technically acceptable combined with past performance of commercial items. All products must comply with Commercial Item Description (CID) standards and USDA grades, be pan-baked and fresh, and be delivered within 48 hours of baking. The contracting officer is Kathleen Wood at kwood1@bop.gov, and interested vendors must submit their quotes in spreadsheet format by January 22, 2026 at 7:00 a.m. Central Time, with the period of performance running from January 26, 2026 through March 31, 2026.
This is a no set-aside solicitation with no identified incumbent contractor, issued under NAICS code 311812 (Commercial Bakeries). The total estimated procurement includes 36,000 hot dog buns, 60,000 hamburger buns, and 151,500 units of sandwich bread loaves for delivery to FCI Leavenworth in Leavenworth, Kansas. Orders will be provided by close of business each Tuesday for delivery the following week, with the government retaining the option for either weekly or biweekly delivery schedules based on vendor proposals that demonstrate cost savings. Deliveries must occur during warehouse hours (Monday through Friday, 7:00 a.m. to 2:00 p.m.) and items will be subject to a three-day inspection period, with rejected products requiring vendor pickup at the vendor's expense within two weeks. Contractors must accept the government's order within two business days of award notification, maintain active SAM registration, and comply with Department of Justice privacy requirements and records management training.
