About this opportunity
The Department of the Navy Naval Facilities Engineering Command is soliciting repairs to an aluminum sulfate tank system at Camp Lejeune, North Carolina, with proposals due September 1, 2026. This is a total small business procurement restricted to three pre-qualified Mechanical MACC contractors: Mechworks Mechanical Contractors, Inc. (contract N40085-20-D-0076), North State Mechanical, Inc. (N40085-20-D-0077), and R&W Construction Company, Inc. (N40085-20-D-0078).
Place of performance is Camp Lejeune, NC. The project involves demolition and replacement of two 11,000-gallon aluminum sulfate storage tanks with new fiberglass tanks featuring 2-inch foam polyurethane insulation and integral heat tracing, including new CPVC piping, level transmitters, pressure gauges, stainless steel pipe supports, and electrical infrastructure. The contractor must maintain continuous aluminum sulfate feed to the plant with a maximum 24-hour outage period and must transfer existing alum product between tanks during replacement but is not required to fill new tanks with product.
The estimated cost range is $500,000 to $1,000,000. Contract completion is 365 days after award. Award will be made to the lowest price offeror. Liquidated damages are assessed at $880 per calendar day for delays. Bid bonds are required for proposals valued at $35,000 or greater; performance bonds are required at $150,000 or greater. One qualified individual may serve as Superintendent, Quality Control Manager, and Safety and Health Officer.
The project is subject to Davis-Bacon Act wage requirements under General Decision Number NC20260010 (effective May 18, 2026), including Executive Order requirements for paid sick leave and a minimum wage of $13.65 per hour. Contractors must comply with Buy American requirements for construction materials. Requests for information are due August 19, 2026. A mandatory site visit was held August 6, 2026. Amendment 0003, issued August 25, 2026, specifies tank technical requirements including usable capacity of 10,575 gallons per tank, internal diameter of 12 feet with 13-foot straight shell height, design pressure of +0.5 oz/in² / −2.0 oz/in², and capacity for 48.0% aluminum sulfate solution. Offerors must acknowledge all amendments with proposal submissions.
