The Federal Bureau of Investigation is seeking a contractor to provide lead extraction services at the FBI Academy's outdoor firing ranges in Quantico, Virginia through solicitation number 15F06725R0000294. The contract requires comprehensive lead and rubber extraction from eight different firing ranges, with primary focus rotating yearly between Ranges #1 and #3, along with optional extractions for additional ranges. Contractors must demonstrate experience with safe lead cleaning work practices, OSHA and EPA program requirements, and provide proper licensing for handling lead-contaminated materials. The procurement will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, evaluating technical capability and past performance. Critical dates include the optional site visit held on June 17, 2025, questions due by June 30, 2025 at 11:00 AM EST, and proposal submissions required by July 14, 2025 at 11:00 AM EST.

This is a full and open solicitation with no set-aside designation, classified under NAICS code 562910 for Remediation Services. The current incumbent contractor is Metal Treatment Technologies (MT2), which has been providing these services previously. The contract includes a base period from September 1, 2025 to August 31, 2026, with four optional one-year extension periods through August 31, 2030. Historical data indicates that approximately 35-45 drums of lead recycling are generated per 4 range totals, with an average of 20-30 tons of lead removed from Range 1 and 9-12 tons from Range 3 during each mining event. Work will be performed at the FBI Quantico Complex on Marine Corps Base Quantico, Virginia, with ranges shut down for up to two weeks during the extraction process.
