About this file

This document is a Questions and Answers (Q&A) Interchange Form for a federal solicitation for Lead Extraction Services at the FBI Outdoor Firing Ranges in Quantico, Virginia. The solicitation (15F06725R0000294) is a full and open competitive procurement for environmental remediation services, with the incumbent contractor being Metal Treatment Technologies (MT2). Key details include a site visit held on June 17, 2025, proposal submissions due by July 14, 2025 at 11:00 AM EST, and an estimated 4 ranges to be cleaned per year. The project involves lead extraction and waste disposal from 8 outdoor ranges and 1 live fire venue, with historically 35-45 drums of lead recycling generated per 4 range totals.

The Q&A document provides extensive technical details about the project, confirming that taxes should be included in bid pricing, no specific small business revenue thresholds are required, and the contractor will be a co-generator of waste responsible for disposal. Working hours are 7am-5pm with flexibility, and the project involves lead mining of rubber backstops, deflector plates, and potential bullet trap clean-out. The government's preference is for one mobilization at the start of the project, with an average of 20-30 tons of lead removed from Range 1 and 9-12 tons from Range 3 during each mining event.
