About this opportunity

The USDA Forest Service is procuring hazardous tree removal services through an Integrated Resource Service Contract for the Falls Fire Hazard Tree Stewardship project in the Malheur National Forest's Emigrant Creek Ranger District. The primary objective is to eliminate safety hazards along road systems within the Falls Fire perimeter by cutting, skidding, processing, and decking all fire-damaged or killed trees 10 inches diameter breast height (DBH) and larger within 150 feet of road shoulders, while trees 7-9.9 inches DBH are to be felled and left in place. Contractors must maintain active registration in the System for Award Management (SAM) and will be evaluated based on technical approach, past performance, benefit to the local community, and pricing considerations. The solicitation was posted on July 9, 2025, with a site visit conducted on July 15, 2025, and proposals due by July 31, 2025, at 4:00 PM Pacific Time. The contract period of performance extends from the date of award through December 30, 2027.

This opportunity is set aside for small businesses with a size standard of $34 million for Fuels Management Services, and the solicitation received eleven responses with two awards ultimately made to Iron Triangle LLC for $1,205,577.14 covering F37 project areas and Morris Forestry LLC for $652,830.00 covering F47 project areas. The project encompasses extensive areas across multiple townships and ranges in Grant and Harney Counties, Oregon, near the towns of Hines, Burns, Izee, Seneca, and John Day, covering portions of the Falls Fire perimeter that burned over 150,000 acres in 2024. Work must be performed within 150 feet of road shoulders across the specified contract areas, with contractors required to comply with comprehensive traffic control plans, environmental protection measures, and Service Contract Act wage determinations. The place of performance is centered in Hines, Oregon, with operations spanning across the broader Malheur National Forest region in eastern Oregon.
