About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking qualified contractors to provide Facility Investment Services at Marine Corps Reserve Training Center, Kaneohe Bay, Hawaii. The services encompass comprehensive facility support including maintenance, repair, alteration, demolition, and minor construction work across multiple building systems, including HVAC and refrigeration systems, interior and exterior lighting, fire protection systems, electrical miscellaneous work, signs, and locks. All prospective contractors must furnish labor, supervision, management, tools, materials, equipment, facilities, and transportation necessary to execute the work. The procurement will use a competitive negotiation process, and the Government will evaluate offers based on contractor capability to manage the diverse facility support requirements. No specific proposal deadline has been announced in this pre-solicitation notice, as this announcement is intended to inform interested vendors of the forthcoming solicitation.
This opportunity is designated as a competitive 8(a) set-aside, limiting competition to Small Business Administration-certified 8(a) firms. Market research conducted in February 2026 identified eight capable firms, including three qualified 8(a) concerns, supporting the determination to maintain the set-aside designation. The contract will be structured with a one-year base period plus four one-year option periods and one six-month option period, totaling a maximum duration of 66 months. The NAICS code 561210 applies with an annual size standard of $47 million, establishing the competitive threshold for eligible contractors. Non-recurring work may be issued through FedMall using Government purchase cards, providing flexibility in task order administration throughout the contract performance period.
