About this opportunity
The National Institutes of Health (NIH) Office of Logistics and Acquisition Operations is seeking comprehensive facilities maintenance services for its campuses in Bethesda and Poolesville, Maryland. The solicitation (No. 75N98024R00015) aims to obtain high-quality custodial and related services with flexible pricing and performance levels across approximately 4,053,115 square feet of facility space. The contract will allow NIH to adjust service levels through three cleanliness tiers (Very Good, Good, Fair) based on budgetary resources and organizational needs. Proposals will be evaluated primarily on technical approach, personnel qualifications, corporate experience, and past performance, with these factors being significantly more important than price. The pre-proposal conference is scheduled for April 24, 2024, with proposal submissions due by June 6, 2024, and an anticipated contract award date of July 1, 2024.
This is a competitive 8(a) small business set-aside contract with an estimated value ranging from $500,000 to $6,000,000. The contract structure includes a base 12-month period with four consecutive 12-month option periods, not to exceed five years total. The initial contract will set all buildings at a "Fair" performance level, with options to upgrade based on performance and available resources. Contractors will be responsible for providing all necessary labor, equipment, supplies, and management to maintain facility cleanliness and functionality across different room categories including Public, Staff, Health, Support, and Exterior spaces. The place of performance is located in Bethesda, MD 20892, with services to be provided across NIH facilities. The contract includes a sophisticated quality control system with monthly performance evaluations and a potential incentive plan that can adjust monthly payments based on service quality and performance levels.
