SSTI IV ARS – STAR-FISH Call 015 18-December-2024 Q&A Session on Teams

1. How many teams does USG anticipate awarding to?

a. The quantity of awards will be determined by the number and quantity of White Papers.

As noted in the Call, USG anticipates the possibility of issuing more than one award.

2. Should White Papers include budget for only one year, or for the one-year base and subsequent option periods?

a. The proposal should include budget for the entirety of the proposed program. “Assistance Document Format” indicating one base period and three subsequent options is only a formatting suggestion, and not a formatting mandate. The ultimate award(s) will likely establish budget periods, and the awards will be incrementally funded. This section is not intended to be restrictive.

3. Should a White Paper include letters of support?

a. It can, but submission of these is not required.

4. Can USG offer a more specific definition of remote sensing?

a. Remote sensing is the process of obtaining information about an object, event, or phenomena at distance.

5. Are letters of commitment from partners required?

a. The Call does not require letters of commitment.

6. Can large business participate if they are unfunded partners?

a. In prior SSTI awards, representatives from large businesses have participated in an advisory capacity. The specific structure is at the discretion of the offeror, pursuant to the other terms of the Call.

b. Paid partners, the language on Offer Eligibility stands, and large business as defined under NAICS 541715 (over 1,000 employees) are ineligible.

7. What level should we expect the program to operate at? Are you looking for technology readiness?

a. USG anticipates funding awards primarily as 6.2 – Applied Research, but the CALL can accept funding types between 6.2-6.7.

i. For information on budget activity codes, please refer to the DoD Financial Management Regulation.

8. How do we know which other universities are available to partner with?

a. Largely, bidders should reach out to others in the sphere of the topic covered by this Call and determine the best partnering arrangements. The Government itself will not facilitate matching potential offerors with one another.

9. Does ITAR apply to this action?

a. ITAR restricts may apply, based entirely on the nature of the project proposed. Whether a program may be affected by ITAR, and to which extent, is not a discriminating factor in making selections.

10. How long will selectees be given to generate substantive proposals?

a. USG has not yet decided the exact timeframe of how long selectees will have to prepare full proposals. USG asked those in attendance what would appear reasonable as a timeframe, and attendees seemed to indicate 45 days would be a reasonable time frame.

USG will take this into consideration when preparing potential RFP packages after selections are made.
