About this opportunity
The Air Force Research Laboratory is soliciting proposals for Call 06 of the Simulation Environment for Technology Research and Assessments (SENTRA), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on designing, developing, and evaluating advanced Electronic Warfare technologies, high-fidelity threat models, command and control algorithms, and cutting-edge technology development to support multi-domain Anti-Access/Area Denial capabilities. The primary objective is to maintain and advance modeling, simulation, and analysis capabilities for assessing Integrated Air Defense Systems and Electronic Warfare technologies while developing rapid assessment capabilities for the Virtual Combat Laboratory. Key requirements include U.S. citizenship with TS/SCI security clearance for personnel, submission of a current certified DD Form 2345 for export control compliance, and technical/management proposals limited to 25 pages. The government has released three Q&A amendments (January 14, January 26, and February 9, 2026) addressing labor category flexibility, pricing structures, and personnel proficiency expectations. Proposals must be submitted electronically by February 18, 2026 at 12:00 PM Eastern Time, and interested contractors must contact the Contract Specialist Kathryn Skaleski and Contracting Officer Richard Bailey to request secure access to the Controlled Unclassified Information Statement of Objectives.
This solicitation is unrestricted with no set-aside designation, though it is limited to U.S. participation due to the sensitive nature of the technology involved. The IDIQ contract carries a $32 million ceiling with an anticipated award date of August 2026 and an overall performance period of 84 months. The contract includes seven contract line items covering experimentation and evaluation activities, Virtual Combat Lab software and special test equipment, Rapid Assessment Capability projects, and operations and maintenance. Contractors will be required to staff ten specified labor categories across disciplines including Aerospace Engineering, Electrical/Electronics Engineering, Mechanical Engineering, Systems Engineering, Computer Science, and related fields, though additional labor categories beyond these key personnel positions are permitted. The place of performance is Wright-Patterson Air Force Base in Wright Patterson, Ohio, where the government will provide hot desks and network access as base support.

Update #4 · Latest ·
9 FEB 2026 - AMENDMENT 3: This amendment adds a third Q&A attachment.
26 JAN 2026 - AMENDMENT 2: This amendment adds a second Q&A attachment.
14 JAN 2026 - AMENDMENT 1: This amendment adds a Q&A attachment.
12 DEC 2025: This effort will cover the design, development, and evaluation of advanced Electronic Warfare technologies, new high-fidelity models of existing and proposed threat sensor systems, weapons, C2 algorithms and components, communication links, and cutting-edge technology development to mature and transition Electronic Warfare systems and capabilities in multiple domains.
SENTRA will deliver the validation of leading-edge experimental technologies to ensure dominance in simulated multi-domain Anti-Access/Area Denial (A2/AD) contested electromagnetic environments. The Call will cover the ability for spectrum warfare experimentation and test concepts to be designed, developed, and evaluated in a robust and growing modeling, simulation, and analysis (MS&A) environment that integrates advanced sensors, weapon systems, command, control and communication systems, and techniques, tactics, and procedures in support of the Air Force Research Laboratory (AFRL) Sensors Directorate (RY) and the Department of Defense (DoD).
