Place of performance is WPAFB, OH 45433. The contractor shall provide comprehensive hazardous waste management including container pick-ups from approximately 115 Initial Accumulation Points with 72-hour turnaround, transport to three hazardous waste accumulation sites, waste characterization, RCRA-compliant storage facility management, waste consolidation, and final disposition preparation. The contract runs 12 months (September 1, 2026 through August 31, 2027) with four 12-month option periods extending through August 31, 2031. The NAICS code is 562112, Hazardous Waste Collection.

The contractor must assign a Team Lead with minimum five years' project management and RCRA hazardous waste operations experience and a Field Chemist with a bachelor's degree in chemistry or related environmental studies plus minimum three years' waste handling and characterization experience; both must be onsite for all services. All contractor personnel require current RCRA, DOT, and 40-Hour HAZWOPPER certifications; respirator fit testing and medical clearance for consolidation workers; and valid Commercial Driver's Licenses with HazMat endorsements for vehicle operators. Services must occur during normal government working hours (9:00 AM–3:00 PM Monday–Friday, excluding federal holidays).

Service Contract Act prevailing wage rates apply per Wage Determination No. 2015-4731 for Greene, Miami, and Montgomery Counties in Ohio. Evaluation is based equally on Technical Capability (five subfactors: Experience and Past Performance, Technical Management Approach, Personnel Qualifications and Training, Equipment and Resources, and Reporting and Customer Support) and Price. A proposal receiving an "Unacceptable" technical rating is unawardable. Award goes to the responsible offeror with an "Acceptable" technical rating and lowest Total Evaluated Price, provided price is not unbalanced and is fair and reasonable. Proposal evaluation does not permit price–non-price tradeoffs.

Points of contact are Ladaia Lumpkin (ladaia.lumpkin@us.af.mil, primary) and Andrew Petersen (andrew.petersen.3@us.af.mil, secondary). Proposals must be submitted via email in two separate volumes: Technical Capability (maximum 50 pages) and Price & Offer Documentation (maximum 75 pages) in PDF, DOC, DOCX, XLS, or XLSX formats. Offerors must submit three years of audited financial statements and additional financial documentation per DFARS 232-072-1. Price proposals remain firm for 180 days after the due date. The Government reserves the right to award without discussions or make no award depending on proposal quality and price reasonableness.
