About this opportunity
The Department of the Air Force Global Strike Command is soliciting proposals for a roof sealant project at Building B7115, a bowling alley at Dyess Air Force Base in Texas. The contractor will be required to coat approximately 17,740 square feet of R-panel roofing by power washing, scraping, and cleaning the existing surface, then applying an 80-mil seamless, aluminized polyurea spray-on roofing system according to manufacturer specifications. The contractor must also properly dispose of all waste off-base, obtain approval for lay-down areas, use exterior methods for material transport, and repair any damage to the building or grounds. The evaluation will focus on technical acceptability and price, with proposals due by August 25, 2025 at 1:00 PM local time. A site visit was conducted on August 13, 2025, and the government has issued multiple amendments providing contractor questions and answers through August 19, 2025.
This solicitation is designated as a total small business set-aside with 100% small business participation requirements, and there is no incumbent contractor for this specific task order. The estimated construction budget ranges from $250,000 to $500,000, with the contract structured as a firm fixed-price arrangement. The performance period is 90 calendar days from contract award, with liquidated damages of $448.39 for the first day and $368.92 for each subsequent day of delay. The work will be performed at Dyess Air Force Base in Abilene, Texas, specifically on the bowling alley building constructed in sections around 1960 and 1981. The project excludes wood shake shingle areas from the coating scope and requires a 15-year warranty on the roofing system, with the government open to considering alternative systems like Spray Polyurethane Foam if technical equivalency can be demonstrated.
