About this file

This document is an Amendment 02 Questions and Answers (Q&A) for the B7115 Roof Sealant Solicitation (Solicitation Number FA466125R0006) dated 06 AUG 2025. The Q&A addresses technical specifications for a roof sealant project, primarily focusing on potential alternative roofing systems like Spray Polyurethane Foam (SPF) and clarifying requirements for the polyurea coating system. Key details include: the government will consider substitution requests with technical documentation, the prescribed polyurea system was selected for durability and performance in specific environmental conditions, and a site visit is scheduled for August 13, 2025.

Additional important information includes proposal submission requirements such as a cover page on company letterhead, submission of Volume I (Technical) and Volume II (Pricing) documents, and the need for a bid bond. The solicitation involves an R-panel metal roof coating with an 80-mil polyurea system, potentially allowing an Aliphatic Urethane topcoat to meet the 15-year warranty requirement. There is no incumbent contractor, and the pricing template is available as a PDF attachment on SAM.gov. The Air Force Installation Contracting Center (AFICC) is involved, referencing a previous Roofing Repair, Replacement, and Maintenance (R3M) contract.

B7115 ROOF SEALANT SOLICITATION

AMENDMENT 02

QUESTIONS AND ANSWERS

1. Can the government clarify whether alternative roofing systems, such as Spray Polyurethane Foam (SPF), would be considered acceptable in place of the specified aluminized polyurea system?

(A) Any substitution requests need to be accompanied by technical information describing how the substitution exceeds the specification ASTM material testing results of polyurea. Compare and contrast the SoW required polyurea system vs the proposed substitute. How does the proposed substitute hold up to our specific climate and active airfield environment.

– If so, would approval from the building engineer be sufficient to initiate a substitution request?

2. If SPF is allowed as an alternative, would the system need to meet the same 80-mil minimum dry film thickness requirement as the specified polyurea system?

(B) Application thickness may be system specific and would need to be evaluated by case.

3. What are the minimum R-value or energy efficiency expectations, if any, for the roof system?

(C) There are no expectations for the roof coating material to provide additional insulation properties to the facility

4. Is a primer required for the polyurea coating application on this R-panel metal roof, or should the contractor follow the coating manufacturer’s recommendations?

(D) Primers may be required by manufacturer’s recommendations. It is recommended to follow all manufacturer’s surface prep instructions to achieve best possible bond with the existing roof system.

5. Will the government entertain a formal request for substitution based on equal or better performance, so long as the warranty and durability criteria match or exceed the specified system?

(E) The Government will accept substitution requests and evaluate the proposed systems against the published requirements of the prescribed system.

6. Are there any historical concerns or specific reasons why polyurea was selected over other coating technologies for this facility?

(F) The prescribed system provides desirable characteristics that hold up well in our specific environment, including, but not limited to: durability, longevity, chemical resistance, extreme climate conditions, FOD resistance, and weather.

7. For the upcoming site visit scheduled on August 13, 2025, will technical personnel such as the building engineer or a roofing consultant be available on-site to answer specification or product substitution questions?

(G) Contracting officials, construction inspection officers and the Base Architect will be in attendance. All questions should be submitted in writing to the contracting officer.

Responses will be sent by the Contracting Officer to all interested contractors to ensure fairness.

8. Would the government accept the addition of an Aliphatic Urethane topcoat over the specified 80-mil polyurea system in order to satisfy the 15-year warranty requirement?

(H) Yes, if this is a requirement of the manufacturer in order to achieve the required warranty, it would be allowed.

9. It states that the proposal needs a cover page on company letterhead. What information needs to be on the cover page?

(I) Yes, required on company letterhead with but not limited to: Solicitation Number, Project Title, Company Name, Address, Contact Person, Email, Phone, and Submission Date.

10. Can the cover page, Volume I (Technical) and Volume II (Pricing) all be in the same document as long as it's in separate sections?

(J) Yes, sections can be in one document, but CLEARLY separate and labeled.

11. It states that we need to have proof of capability to obtain bonds. Will the bid bond suffice? Or is a reference letter from the bid bond company needed?

(K) Bid bond is required. If selected for this requirement you will provide a Bid Bond from your insurance company.

12. What pages on Sections I-K need to be completed? If we provide our SAM.gov registration, will that suffice?

(L) Complete ALL pages and sections as instructed in the solicitation. "Not Applicable" is acceptable if justified.

13. Do Joint Venture documents need to be in Volume I (Technical) or Volume II (Pricing)?

(M) Joint Venture: JV documents go in Volume I (Technical)

14. Who is the Incumbent?

(N) No Incumbent.

15. Past Contract Award:

(O) (FA800320D0038): The Air Force Installation Contracting Center (AFICC) mandated Roofing Repair, Replacement, and Maintenance (R3M) contract

16. Has the budget been approved for this contract?

(P) We have the authority to solicit.

17. Is there another scheduled site visit day, date and time?

(Q) (besides 13 August 2025 at 9:00 AM CST)? No.

18. Do you have the pricing template in Excel, pdf or another form to submit back in a clean format?

Answer: Please see the attachment titled “25-0144 7115 Pricing Schedule.pdf” on SAM.gov.
