The solicitation requires a comprehensive playground solution that includes four slides, three large activities (such as climbers or bridges), and three small activities, with equipment adhering to a specific color scheme of black, white, tan, dark red, and dark green. Maximum equipment height is limited to 20 feet, with a safe area not exceeding 2,700 square feet. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with vendors required to submit line item pricing, a color wheel, warranty information, delivery details, and complete an evaluation criteria spreadsheet. Key dates include a site visit request deadline of 26 March 2025, questions due by 31 March 2025, and quotes due by 18 April 2025.

The contract is set aside exclusively for small businesses, with a NAICS code of 423910 and a size standard of 100 employees. Potential socio-economic categories include HUBZone, 8(a), Service Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses. The place of performance is Francis E. Warren AFB in Wyoming, with the contractor responsible for all aspects of the project including excavation, surface preparation, equipment installation, and obtaining necessary permits from the Wyoming Department of Environmental Quality. The project timeline indicates a 160-calendar day delivery period after award, though the government explicitly notes that funds are not currently available and reserves the right to cancel the solicitation without reimbursing offeror costs. All playground equipment must be domestically manufactured and meet ASTM 1487 safety codes, with the target age group being children 5-12 years old.
