About this file
This document is a Q&A (Questions and Answers) file for a Federal contract opportunity (Solicitation Number FA461325Q0011) for an Adventure Park Playground at F.E. Warren Air Force Base in Wyoming. The document details nine key questions and corresponding government responses regarding playground equipment specifications, installation requirements, and project parameters. Critical details include: all products must be domestically manufactured, meet ASTM 1487 safety codes, target age group is 5-12, poured-in-place rubber is the preferred fall material, and the contractor is responsible for site fencing during construction. The playground must include four slides, three large activities, three small activities, adhere to a specific color scheme (black, white, tan, dark red, dark green), have a maximum equipment height of 20 feet, and not exceed 2,700 square feet of safe area.
The government will provide full site access during construction, potentially requiring grading work to establish a suitable base for rubber surfacing. Bid/proposal submissions can be sent electronically, with site visit requests due by 26 March 2025, questions due by 31 March 2025, and quotes due by 18 April 2025. The solicitation notes that funds are not currently available, and the government reserves the right to cancel the solicitation at any time without reimbursing offeror costs. The contract is issued by the 90th Contracting Squadron under the Department of the Air Force Global Strike Command, with the NAICS code 423910 and a size standard of 100 employees.

QUESTIONS
Question Government Response
1. The provided examples (pictures) appear to show a Chinese product, which may have a different quality standard. Since this project is for a military base, is non-USA-made equipment acceptable, or is there a preference for domestically manufactured products? While we do offer a Chinese option, we typically recommend our playgrounds that meet all ASTM 1487 safety codes.
All products must be manufactured domestically and meet ASTM 1487 and any other safety codes metioned in the PD.
2. Will there be free and easy access to the site, and is any grading work required?
The contractor will have full access to the site during construction. Access to the base will be run through contracting. Grading work may be necessary to establish a suitable base for installing the pour-in-place rubber.
3. Will the government be able to provide images of the site so we may double check that there is not an excess of slope?
Pictures of the site have been included in the response.
4. Does the governemtn have anyone they can recommend for topo surveys?
The government cannot recommend any contractors.
5. Will fencing be provided, or will it need to be included to keep children away during installation?
The contractor is responsible for fencing off the site during construction. Temporary orange snow fence is an acceptable barrier.
6. If there a preferred set back from the dirt road?
There is no preffered set back from the road, the playrground should not cross the existing roadway.
7. Is there an estimated budget for this project?
Not able to state.
8. Can Bid/Proposals be sent electronically? Yes
9. Is Poured in Place surfacing your preferred fall material?
Poured in place rubber is the preffered fall material.
10. Who is the targeted age group for this playground, 2-5, 2-12, 5-12?
The target age group is 5-12 but 2-12 is acceptable as well.
